cory booker has already said he plans to go after biden on his role in the '94 crime bill. is that good for booker? that good for the party. harris will look to repeat her break-out moment when she attacked biden on busing. the question is will she take fire as well. there are seven other candidates. for some of them this is likely the last chance to get the traction they need to stay in the race. so let's begin our coverage. we have political experts standing by tonight. but first let's go to cnn congressional correspondent phil mattingly inside of the debate hall. how do you see it? >> reporter: well, chris, the doors are about to swing open for the audience and the candidates have finished walk-throughs and retiring back for the last-minute session with advisers and everybody is aware of the dynamic. if last night was the progressives versus the moderates, tonight is joe biden versus everyone else and sitting to his right and left will be senators kamala harris and cory booker. two senators who have made clear they have sharp attacks, they're willing to wield those attack

has cory booker's strategy shifted? >> you know, it is a shift for cory booker, but his campaign makes the case and as i wrote in this piece, they're making the case that this is a natural evolution that happened throughout the course of the campaign that you begin to draw these contrasts with the other candidates and that they're not going to get in the gutter. they're not going to be insulting joe biden personally and that they're going to keep this about policy. however, there's no question that this is a new phase of the campaign for booker and it's also unfamiliar territory for him. he personally, likes to keep it positive. it doesn't come match rlly for him to draw these contrasts, to go negative on other democrats and so it is not clear whether this will be a successful strategy for him. it's not clear how aggressively he's ultimately going go after joe biden in the debate, but there's no question he's been lagging in the low single digits nationally and in these key early states and so he does need a little boos

but i wonder before we deal with cory booker's slam of biden, how are voters paying attention to this? do they care about this issue? >> well, i think that's something we're going to be watching going forward. many of the biden events that i've been to, there have been voters who have asked questions about his support for the 1994 crime bill. and i think right now what's going to be key for joe biden is whether he can convince people that he is capable of change and that he is about moving policies forward. he had a speech that i was at just a few weeks ago in sumter, south carolina, where he acknowledged that he takes responsibility for what went right with the 1994 crime bill but also what went wrong. and so you're starting to see him really kind of make those arguments, trying to show voters that he can move past some of these issues that were not great back in the 1990s. >> how did the campaign factor in the timing of this being just before the next debate and knowing that he's going to be onstage between kamala harris and between cory booker, and that issues of race and issues of

he's been going after cory booker, his record as mayor of newark saying he was investigated by the justice department. held responsible for stop and frisk operations against african-american men. so that's really coming right back at booker after booker's attack on the 1994 crime bill. >> he's doing what he didn't do in the debate, which is launching counterattacks. he's not initiating attacks but he's counterattacking. a bit more effectively than he did in the debate stage. i think what's actually really happened here with the vice president is he has one essential argument, which is i am the strongest candidate to go up against trump. over the last few weeks, you've seen even after that debate performance, he was still the top candidate against trump. still had the widest margin against trump. and i think that helps make the argument, as you heard, african-american voters, voters of color, see trump as president and are highly practical. they want a candidate that can beat him. and so i think that's the reinforcing issue for the vice president. as long as he is still the top candidate ag

he's going to be flanked by kamala harris and cory booker. how does that -- given the confrontation of the past, how does that play out tonight. >> for every candidate that is on stage tonight, joe biden is the target. and for somebody like cory booker, he has telecast in many ways that he wants to go after joe biden. that he's gearing up for a fight on issues like the crime bill, on issues related to race. i think this is going to be a really fascinating balancing act for booker because he's launched his campaign based on this idea that politics could be optimistic and it can be unified so how does he maintain that m.o. and still showing the fighter side of him. and then for kamala harris, she had such a strong first debate and i think the problem with that -- and it is a good problem to have, is that the expectations just got a little bit higher for her, right. and we know that there are probably going to be clashes between kamala harris and joe biden on the issue of health care. she just put out her new health care plan and the biden team
