that green county 100% county in. still looking for these 3%, plus gary tuchman watching the absentee ballots could come down. in a allegheny county, when that final 3% comes in, conor lamb needs to stay there and boost that number. when you pull out, 918 votes ahead with 96% of the precincts and, again, i just want to check one more time to see if anything's moved. that's still at 99%. except rick saccone to get a little bit more here, but we're at 99%. so not a lot. this is key. when that 10% comes in, does it stick with this or does the saccone margin go up a little bit? if you are in the lamb campaign right now, this is what matters most, because it's the biggest part of the district. more people live in these precincts, because it's more suburban. you're more rural when you move out to the other places. you are calling your precinct captains in these areas trying to figure out what in allegheny county is missing. is it a big play place for us a you're biting your nails in both campaigns. >> and we're told there's

county. just for comparison go back to the presidential race. hillary clinton got 34%, 35 if you round it up. 35% for secretary clinton. conor lamb at the moment only 8%. at the moment in the lead. he's running competitive,over performing clinton if you will in a republican county. this is the big question mark. this is a republican county. it's a republican county. this piece is about 34% of the registered voters in the district. we have nothing yet. t if you're in saccone, when they do come in, you need it to be red and you need your margin to be similar to the conor lamb margin here. he's at 60/40 if you round the numbers. rick saccone needs that here. as we count the votes, come back to the district. we're almost at 20% the bulk of what we have is in here. rick saccone is leading down here. we're at 45% already. very small. it's much less populated than the other counties in the district. this is a margin. again, even there for conor lamb it's about the margins. hillary clinton got 27%. c

in 2016 in westmoreland county, in 2016, donald trump won the county. it's not quite the district, but almost. that's 66% that trump got on election day. it fell. it fell to 59. that's kind of the history on these absentee ballots, they tend -- look, stale republill an win? they tend to favor democrats on election day. if that past holds, that the republican got 59. if that pattern holds, you're looking at 51 in the absentee for saccone. you're not making up that kind of gap. washington county, it's very republican. not westmoreland at 60% here. he was about 61.5% here. if that same thing happened with the absentees, there could even be a chance that lamb could gain on the absentee votes in washington county. we talked about this recount. it's 49.88 for conor lamb right now. 49.51. that is a difference of 38/100 of a point. if it's under .5, it's a recount. if lamb were to gain votes here in washington, if it was a loss to westmoreland, he could still push it in that vote total. >> steve kornacki, that's why we're asking that you not leave the big. this

again, this has been a saccone county, republican county. we still think there are about 700 that are left here in westmoreland there is also this. so look, if these areas, 23 you just do the quick math of how this thing has been going, you look at that gap, you factor in that these are republican areas, you look at the clip that saccone has been winning, boy, that eats into a lot of the 700. and that makes this thing really, really coming down to the wire on that. but then the wild card emerges if saccone eats into that lamb lead and we basically end up in a push situation here. there are the absentee ballots. and those are going to be counted. not tonight. i'm not sure in every county. at least two of the counties will not be counting them tonight. but here is what we have on absentee ballots. it looks like more than half -- there is going to be about 7,000 of them total, total about 7,000 absentee ballots it looks like in this district. more than half of these are going to come from allegheny county. now you can figure this out if you've

we talked to somebody in washington county, they said there are 14 military ballots in that entire county. they're going to have a week to get those in and count those. there's a total of 14 at the most there. you can expect similarly low numbers the rest of the district. might be an area where saccone could cut into the lead but not going to be many ballots there. proviolational, let's see, the expectation especially in allegheny, the provisional, only a couple hundred, low hundreds. that's what we're looking at total. the expectation is maybe the allegheny portion, those are a little more favorable to lamb. other areas are more republican, maybe issues there would help saccone, but that's it. you're going to have scores or dozens of military votes, low hundreds of provisionals. what saccone needs, and he needs it in this hour, when they release that number from washington, he needs a big number out of washington county. i think he's got to do probably better than he did in the election day vote there. he's got to probably improve on that 53%. you could get a big number, multiply it into
