san francisco is a great example. so, there is -- solar panels are being installed in san francisco today under combination of rebates from the city and county of san francisco and from the california solar initiative. you know, pg&e takes that power through an energy metering transaction. the rec is, as you've mentioned, is an unbundled rec. and that was designed in a way that hopefully down the road creates more economic value and more incentive for the solar panel. so, in that case, having an unbundled -- an unbundled rec could help promote one part of green energy which is self-generated rooftop solar. there are other traction transactions where it wouldn't look so good. >> thank you. any other questions? >> i just want to -- wait, commissioner king. >> sure. i fear asking another question and get a lengthy answer. i'd like to speak for people who don't follow this stuff every day. so, i'm going to ask a very simple question. does a rec, this unit, use the count renewable energy, right? does that mean that when san francisco purchases a rec, right, that we're getting a unit of a megawatt of energy from the same place that we're getting t

office to help the needs of our small businesses in san francisco, help them understand and navigate the complex structure in getting a business opened within the city and county of san francisco. initially, primarily, we were going to be about helping you understand licensing and permitting requirements, but, really, shortly after we open our doors, we understood that we were also, as a government entity, a place for people to come when they want to know about loans, about writing a business plan. where to go to do that, where to go to get assistance. we are also a resourced. when we do see people in our office, many of them are a year or two out from even opening their business, so we will ask them what their credits for is, have they done their business plans, do they know what they're capital needs are going to be, how much money they have, how much money they are going to need to open their business. based upon those questions, we will direct them to the sba for workshops, courses. there is other entities that also provide workshop courses score as well in terms of helping to write business plans. also helping to educate the distinction between the micro

mayor lee first began working for the city and county of san francisco in 1989 as the investigator for the city's first whistle blower program. prior to employment with the city and county of san francisco, he was the managing attorney for the asian law caucus. i first met ed in 1992 when he became the executive director for the human rights commission and we were both 16. that's two decades ago, ed. i watched him soon become the director of city purchasing and then going on to become the director of public works. i think ed is the only mayor in city history that can carry tlau on the campaign promise to fill the potholes because he actually knows how and he's the only mayor in city history that can say he actually knows every single city street because his crews probably paved them. i have had the privilege of working alongside ed for many years in city government. he has always been a cherished colleague and friend to everyone in city hall. he's done the job, he gets the job done, never wanting credit, just the satisfaction of doing the right thing for the people he serves in the cit

the board of education, the board is determined that certain properties and facilities within the san francisco unified school district city and county of san francisco need to be constructed and improved that are funded by the general obligation bond measure a, passed by the voters of the district in november, 2011. and leading to the final, therefore, be it resolved, that the board of education, adopt this project labor agreement. and of the san francisco unified school district, and that they resolved, and determined and find the following. that the above findings of the resolution are recitals are true. that the district shall implement the project labor agreement with the san francisco building and construction trades council, for projects within the district's proposition, a, 2011 facility bond program, as indicated in the agreement under the separate cover and at the meeting dated august 13, 2013 and tonight. and section, 3, the district superintendent, or the superintendent designee is organized to take the action to adopt the poa and before going any further i would like to basically introduce the district's project labor ag

to end, and our department of technology will accept that gift on behalf of the city and county of san francisco. and ultimately rec and park will be the host of the wi-fi network on their properties. and at the end of the day, it's going to be all san francisco residents who benefit from this. after going through all the necessary steps in city hall, the timing right now is that we believe installation will start in december of this year and should be completed by the spring of next year. so, this is going to be a project that will become reality very, very soon for the residents of san francisco. again, on a personal level, i'm incredibly proud to have led this project over the last two years. it's very gratifying that when you see an idea from the initial conversation to the project itself to now bring it to reality, to a city and park where i used to play ball in high school, to announce a project, this is something i've been incredibly proud to work on and something we started years ago and finally bringing to reality today. i again want to thank everybody who has been involved. this has be

the community at large but a source you have historic documents and books for the city and county of san francisco. so i think you can do what you can by talking to the man and his wife instead of pushing and knocking on doors. some of you should gept together and talk with him personally. i can help you with that > >> thank you. next speaker, please. >> good afternoon. i'm betty i couldn't help but come down and speak out for marcus bookstore. as a teacher at a school that was a multiple culture school a lot of white students doesn't know a lot of the black history from 1985 to 2003. the history book was excellent when i taught on black history. i said why don't you go to marcus bookstore there's a wealth of information you can find all types of stories of present-day authenticity. and my students white and asian went to marcus bookstore and said teacher i didn't know there was so much information about black people here in america. and they showed me the books they bought and i want to say marcus bookstore would you get rid of a gold mine. it's beneficial to all people. i bought my first black.

and that's something that the city and county of san francisco could look into. that's what? >> a policy issue. >> yeah. sure but that did strike me as perhaps another aspect of this that ought to be examined with some care. >> i didn't put down all the recommendations but the city could consider implementing a payment of property taxes. >> well, if it's an item of property and it has a value it strikes me everybody ought to participate in the value. >> one of the challenges in no, it's connected the seller and the buyer. you you know the connection because it's going to the user. we didn't look at what they because the tax on but it would be a lot higher than where it's coming from. how you would value the t dr. >> i think everybody should be allowed to participate in this creation of the value. i think we ought to the city and county of san francisco should consider this as a fair source of revenue >> thank you commissioner john. >> you think my comment comes in between the two opinions in terms of getting at the policy. and this is an interesting study. i was a planner in s
