approval to correct five classification salaries benchmarked to city and county of san francisco with current incumbent employees on our salary chart. second, changes of the scope of duty for work of two classifycations, human resources manager and add principle analyst. on the chart you can see the salaries between a and b. while we were presenting for the cost of living increases for staff, we came across abnormalities of five classification salaries not comparable with the city and county of san francisco. because of this we sought adistance and he found the same findings that we found. because we have incumbents in these five we wanted to keep them the same. for these five classifications the proposessed salary charts are listed as line a and b. line a for employees that were hired before june 30, 2018 and line b will indicate for employees hired after july 1, 2018. we net with local 1021 and 1041 and explained how this will not hurt those in this classification. that they repair that they serve, an opportunity to know what is happening in the city and county of san francisco. we are in the process of talking about notification in item 26 and the need to make sure that neighbors are notified properly for the purposes of providing community feedback on these particular projects. and so i am not satisfied that the work was done to ensure that those smaller newspapers who should be included in this process are included. and even though i do know that there might have been a late submittal here and there, the whole point is to make it easier for these particular newspapers to have a seat at the table so that the outreach is done properly. and so i'm very concerned, and i would like to ask that we continue this item for the next two weeks, to the meeting of july 10 so that we can get clarity on that particular matter and there can be sufficient outreach in these particular newspapers to include them in this particular contract. and seeing no other -- i will make that motion. supervisor peskin? >> supervisor peskin: i just had a question for either staff or the

>> meet and confer is a process that has been agreed upon by the city and county of san francisco with -- well, a lot of organizations, but in this case, the p.o.a. remember, i'm not a lawyer. if there's a question about an issue around meet and confer, i simply ask the city attorney, what are the rules? i go by what the city attorney says we should do. >> supervisor cohen: how has the city attorney advised you in the past? >> it depends on the issue. >> supervisor cohen: right. there are certain criteria that has to be satisfied in order for a meet and confer to be triggered. i want to know -- >> i can tell you the ones i've heard in regards to policy, in regards to, what's the word, training, that's an issue that comes up. that's the reason why you have the city attorney present, so you can be clear about what is necessary? if you watch, this particular issue, is it meet and confer issue? and then they do research. >> supervisor cohen: okay. well, city attorney is a human being, and also could be subject to -- >> city attorney represents the city and county of san francisco in those
