claudia cowen is live in san francisco with more. >> hi, city officials want to be able to enforce lawsthe books that prohibit camping on public property. laws they say will keep the streets of san francisco safe and clean. but to do that they need to overturn a federal court order that has allowed homeless encampments to become fixtures across the city and prohibits police from citing people. they've taken over sidewalks creating dirty and dangerous conditions who live in them and anyone else navigating around them. activists sued the city for dismantling encampments and in december the city could not enforce the ban on public camping until it built housing for everyone who needed it. the city attorney argues complying with the order would take years and cost $1 1/2 billion. a third of the city's general fund budget. he is appealing the injunction at the ninth circuit with support from the city's democratic mayor and many residents who have had enough. >> we don't want people to be languishing in tents, have encampments, doing drugs. having drug dealers come to them. basically throwing

cowen goes to 220. steve kovach joins us live from san francisco.iming going into a quarter to raise the price targets here >> and also following a lot of other calls we've gotten over the last several weeks wedbush and morgan stanley are at that $220 price target. thursday is the earnings we know from the loose guidance apple gives, not formal guidance, that sales are going to be down they guided towards low single percentage points, that includes iphone both are saying iphone sales will be down about 1%, 2%, 3% year-on-year that echoes what we've seen the last couple of quarters from apple. that demand is really falling for consumer electronics we see that across the pc industry we see that in the mobile chip world from qualcomm and the likes. despite the growth story they're telling in india, as these notes often note, it's not enough to make up for what we're seeing in china, what we're seeing in the united states. demand is still down f of course, we're going to get new iphones, certainly next month, at the tail end of the current quarter. the

let's check in now with kelly cowen from our tampa affiliate. she is gulfport, florida.ust southwest of petersburg. kelly, see the wind you can definitely see it and hear it as well. you can see street flooding that's going on because of this storm. and because of the high tide. so we had high tide, king tide coincide with this storm's arrival. its approach as it passed by us. so it brought significant wind from the south pushed up plenty of water from the streets. this is downtown gulfport right now especially in the low lying areas. in sev some places several blocf downtown gulfport have been absolutely flooded out. some of locals tell me that's kind of typically when they have a big rainstorm that coincides with a major high tide. what is not typically is seeing damage like this that we are seeing out here in the bay. we see plenty of sailboats pushed up against the shore. this one that we are looking at here this whited and red one tipped over on its side. quite a bit of damage seeing here. very reminiscent what happened with hurricane ada. you can see one of these p
