coyote and the acme parachute. scott hodge is president of the tax foundation. you are well known for innovative ideas on tax policy. in the 1990s you campaign to include a child credit in capital gains tax cuts. what is your best idea this time around? >> the best idea right now is for everybody to take a deep breath and pumped into next year. all the tax cuts should be extended for one more year to give congress and the white house some extra time to get off of their political posturing and make a rational deal between them. this is the worst time of year to make some sort of deal. this eleventh hour deal during a lame-duck session when a lot of members of congress have been defeated or retiring. this is what got us into this position two years ago was a lame duck deal at the same moment, the eleventh hour and it is time to put this into next year, take a deep breath and come to the negotiating table and work out a smart deal, not just a political deal. lori: kicking the can down the road in your view. what is the timeline and what does the best deal look like

>> well, you know, i don't think it's a wily coyote moment. january 1 the economy would be okay.a deal, angst would rise, stock market would decline. fiscal cliff is the wrong word it's a fiscal slope, it's going to take some time before it starts to do damage. it's not like on january 1st that things are going to fall apart. it's going to take a few days, weeks before that were to happen. but if they don't reach an agreement, ultimately they fail to reach an agreement it would be a big problem. we'd go into recession. >> and when you talk about recession, how do you define that? groups think unemployment rate could hit almost 10%. >> yeah, that's reasonable. so, if you look at the congressional budget office, this is the nonpartisan group that does a lot of the budget, forecasting they say if we go over the fiscal cliff and stay there, there is no agreement, the economy would suffer a recession, such that unemployment would get back into the double digits. of course, that probably understates the case because the world is going to be much more difficult to navigate through if we
