we need cpmc to support the community. a community will not support this project if it does not serve the poor. i urge the commissioners not to approve this project unless cpmc agrees to sign a community benefit agreement. thank you very much. dori jimenez. >> good evening, commissioners. i am here today to express my position about the proposed cpmc hospital. our community lacks access to affordable health care. we're not sure that cpmc can do this. it has a very poor record in serving the poor. the tenderloin needs a hospital that provides hospital care for our residents that are not available or accessible in this community. our community needs access to affordable care. our community cannot support this project unless it serves the poor. what we need is a project that is responsive to our needs. according to the department of public health, charity care report of 2009, cpmc's ratio of arity care, the patient revenue is very low, less than 1%. compared to the state average, it is 1.75%. what will happen to the elderly w

we go up to cpmc. i also want to remind you something someone -- something no one has talked about tonight, the potential for jobs. i know we always talk about that. but now we have the mandatory local hiring law. the other thing we are talking to cpmc is we want some training. we know they are amenable to that. so by the time this place opens and many people have retired and they need new help, we can get some of the young people, especially of color, especially african-americans, who are no longer in the health-care industry, back into it. president olague: thank you. we are not here to tell cpmc how to work with community, but rather to say that we appreciate that cpmc knocked on our door when we first moved in to bayview hunters point and asked how they could assist in providing services directly to the bayview child health center, the only child facility in the bayview hunters point operated by cpmc. we are here again to say thank- you to cpmc. they are reaching out to low- income working people. we are here to support their rebuild plants. thank you very much and good evening. [applause] president olague: thank you. michael smithwick, followed by jon daniel. >> i am dr. richard gibbs. with my wife dr. krishna gibbs, we founded and still administrate the san francisco free clinic. when we opened 16 years ago, we put out the call to the medical community for a project that would only serve people with no health insurance of any kind. we got an overwhelming response. over 155 positions, doctors, and their staff offered to help providing care to the uninsured. 95% of those responses came from california pacific medical center. in the 17 years the cli

cpmc supports us, we would like to support cpmc. have a site in the tenderloin community. thank you. >> thank you for coming out, everyone. president olague: did you all want to stand up? >> thank you. our next speaker is paul. >> good evening, commissioners. my name is paul. i am of ukrainian descent. i am a resident here, of the city and county of san francisco. i'm a client of jobs that cpmc has offered me. they offered me the services for free. i merely have to go to their door. i open it. considering they have offered me plenty of opportunities more than i have asked for, as well as what i have asked for, i support this expansion of cpmc. i support the new location. it could be a new location for myself and anyone in the surrounding areas. it could be convenient. more convenient. i do support the expansion of cpmc in this way. it can expand all the trades simply building it, the medical facilities, the services that i have gotten, they have given the opportunities and let me too many doors, but i opened the myself. most of the time, that is what most of the world as t

contrary to the testimony, which portray a very different picture of what i know of cpmc, cpmc has been a good neighbor to our community and our patients. we have received numerous donations and grants from cpmc to help us take care of patients who have never had access. we are the home to a quarter of healthy san francisco patients in the city of san francisco. cpmc provide the emergency and in-patient care for our health feet san francisco patients -- healthy san francisco patient. a number of people who are only on medi-cal are delivered on an annual basis. close to 100 receive a free care at cpmc. cpmc has made efforts to hire more bilingual staff and translators so patients can go comfortable. they provide culturally sensitive selection for our patients. on behalf of the community, we support rebuilding cpmc. we ask that you will do the same without delay. thank you. >> good evening, commissioners. i am dean of our school of public health at berkeley and had the pleasure of cochairing the blue ribbon commission with bishop anders. i am pleased to be in front of you again and speaki

cpmc is proposing to rebuild this hospital. i support the new hospital proposal because it will make the care we give those patients in this community much better. thank you. president tierney: [names are read] >> good evening, commissioners. terry frye. i agree with everything the coalition for health planning has said tonight. i would like to say also that i am a resident of san francisco for 41 years. 16 of those have been in the tenderloin. for 20 years, i have been a patient at st. luke's. for 15 years, i had the same doctor. two years ago, he retired from the clinic. then they dropped me as a patient for my failure to establish a doctor-patient relationship. when i complained about the inappropriate actions of the new doctor in the exam room, they never even asked me what they were. you will be getting a letter about that. two years ago, maybe three years ago, i had an mri. i was lying on the pad and it was so lumpy i asked the technician, "is this something new where they put metal things in the pad for a double reading

what is the future of cpmc? we will have four campuses. the pacific campus and three acute-care campuses. i am aware of the concerns about st. luke's. i want to address them head-on. i will tell you that in anticipation of the new hospital, and they are chomping at the bit of finally getting a new hospital, we have been working with them to expand their medical staffs, building a primary care network, helping them to expand their services, and when they of asked us to provide specialty coverage, we have. we have introduced coverage in oncology, herpetology, and others. we can monitor patients in the intensive care unit. we have been working on the quality of care at that facility. it is our intent to make services there for seniors of the community and particularly for women. in the future, of the saint looks campus will have greater capacity than it does today. there'll be an increase in available beds for acute care. a 50% increase in our ability to deliver children, 50% more emergency department space, and nearly tripling our capacity t

i work at cpmc hospital as a hospital attendant. i'm a member and i'm here to support the project because it would provide better care access to community. at the current surgical facility, we are limited in our abilities to provide quality surgical procedures because the operating room is outdated. we constantly use newer and more high-tech equipment that require extra power. some of our eye surgeries require special outlets for lasers we use during procedure. out of 10 operating rooms, we currently use only two. that can provide the necessary power for the lasers. this limits the number of procedures and prevents us from providing the best health care for our patients. the new facility would be state of the art so we could provide the best care possible. i hope the planning commission will afford this new project. >> my name is noa ong. i'm speaking in favor to have project. my 91-year-old mother jenny was a patient at cal pacific medical center. if the ambulance was 10 minutes later she would have been dead. she has a language di

please consider rebuilding cpmc. we need a hospital that can support today's technology so that we can continue to give the care that we can to our patients. thank you. >> thank you. >> good evening. members of the health commission. my name is desiree, a director of care at st. luke's health care center. i have worked there for the last 15 years. it is a true comment hospital. we need a new state of the art facility. health care center patients are sections of our diverse community. they come from all walks of life. we have 54% of our adults spanish speaking and 75% of our pediatric patients being spanish speaking. a large percentage of our patients are covered by government insurance. over 80% of medical or uninsured. 72% of our patients are either seniors on medicare, adults on medical or uninsured patients. the demand has increased for primary care in our area. in the past two years, we have seen a significant rise in demand for our services. in 2010, the clinicic increased 3% in total volume. we saw an incredibl
