cpmc did do that. as to the new medical beneficiaries are required to provide 54, and hospital care for up to 5400 medical beneficiaries. and there is no time line for them to meet the 5400, because, the new beneficiaries are and the time line is not in their control. as long as they stay opened to receiving new beneficiaries they remain compliant ask by the end of 2013, they were nearly halfway there by having, 2511 new beneficiary and my understanding from the discussions with the health plan is that they have already exceeded the 5400 new medical beneficiaries in 2014. i want to note here that there was a double counting error that i will just decide in more detail later but it is essentially, it was just a math error and it was it does not effect the 5400 requirement. the double counting was a total and the 5400 obligation remains. and also, related to new medical beneficiaries 1500 will have to come from a partnership with a new tender loin survey, medical service organization and this organizatio

we are in the ambulance, and they travel over to cpmc and they have whatever procedure they are going to have done and they return to us and i have heard from many people that they are actually getting an ambulance bill for this services. i am having trouble understanding what services might be in the new saint lukes given that we have none in the old saint lukes. we have been really dismated with the amount to provide basic procedures. which we have done for years and no longer do. i understand that there is a hill physician's group that has a contract with some of our doctors that if a patient, let's just pick out a child is seen in that doctor's office we cannot have an x-ray done at saint lukes hospital they must go over to cmp c and then return to the primary care doctor. my concern with the previous speaker who identified the sore spots within the care of the saint lukes hospital i do remember being in the previous board of supervisors meeting the last one where one of the representatives of cpmc did speak about being excited about the opportunities in the area and being that we

here today and thank all of the members of the city staff that spoke and the public that came out and cpmc, commissioner antonini? >> thank you all for a very good presentation, and lots of interesting comments. and i think that one of the areas that there are some areas where there is concern and a lot has to do with the partial year, beginning the process. and the fact that, you know, the agreement apparently was not finalized until november, 2013, on the paperwork, i have here, it was effective of august 10, 2013, but finally granted on november 8th, 2013, but whenever you are starting something out, there are going to be problems and my understanding is that the entry level jobs, move forward to the next year, so the shortfall must be met but you have a goal of a certain number of entry jobs that you have to do over a period of time but you may not necessarily be on track the first year. but you have to catch up, in this year but i have heard from some of the staff that they feel that they already have done that or they are close to do that. so, i think that that is important, to us to

the commissioners because i worked with you during this process and will is the community along with cpmc. the department of course has the development agreement and we have the responsibility to provide this overall health in our city for example with the ebola response we worked very closely with the hospital and made site visits to make sure they were prepared. we are obligated to ensure that when we hear things like diabetes and cultural competency i think we can work closely with cpmc and a stronger way to ensure that they are culturally competent. i don't see why i can't work with them closely to ensuring them. also the mso issue in the tenderloin, i think we can solve that. we tried to work very closely with the clinic consortium and there is an mso within that group and that is an example. so there is i think a possibility of that. we also want to work closely to ensure that the new hospital does provide and i'm talking about the cathedral hill or the sand hill that it does have a structural response to medi-cal patients. we believe that's important, that's why it was in the begin
