so it makes you wonder why the cps brought the case, doesn't it? court and wasting time and resources. does that mean there will have to be a rewrite of the legislation? it is going to be very challenging to try to ban so—called legal highs. certainly a rethink is necessary, but what that leads to, the government will have to take it forward. what they are trying to do with this act was get some control over a market that had lots of different substances in it, new substances being invented a weekly basis. what looks to have happened is that their attempt to do that by including all psychoactive substances under one single legislation is now called into question. what they do about it obviously depends on what we want the drug laws to achieve, and what we try to do is reduce the harm that comes from drug use, particularly in terms of what we used to call legal highs. there are overdoses, psychosis, and we want to minimise the health harms that people have. whether this law has achieved that, we don't know, because there is no real clear evaluation,
