and so what should the cpuc do? as i mentioned, i think that one of the most important things that we should ask for is local control over some of these operations, most particularly the numbers. in order to maintain control of our streets, what is the supply? what is the demand? how much room on our limited roadway do we have for this particular form of transportation? if you pour too many of these things on the streets, you find all of the bad aspects that we have basis point been trying to manage for to make our transportation system work. you have double-park and more cars on the streets, adding to congestion and you are are slowing down the transit system for everybody on the transit system. so it's just not whether or not taxi drivers are making enough money? although, it's an important consideration and let's not forget that taxi drivers live in our city, too, and they are economic participates -- participants in our city and the consequences of them out of work is important to our city and our regional econo

tony, this isn't the first time that this relationship between the cpuc and pg&e and been called into question. >> reporter: no, it is not, jessica. this is a significant development in what has become an ongoing feud between the city of san bruno and the leadership of the california public utilities commission. san bruno saying tonight that this stack of e-mail communications exposes an uncomfortably close relationship between the leadership of the regulatory body and top managers at pg&e. the public utilities commission is expected to soon announce its decision on pg&e's penalty and fine for that deadly 2010 explosion and fire in san bruno. the city now saying the details inside 7,000 pages of communications have, quote, irrememberbly harmed the cpuc's impartiality. san bruno has accused the president of the cpuc and other top leaders of more than 40 violations of the law by consistently receiving confidential nonpublic information from pg&e. we read several dozen of the e-mails, and they clearly raise questions what appears to be a very close relationship between leadership at the

so the cpuc approved the project on january 16, they conducted a mitigated neg deck analysis for the process. both pge and other committees responded to that and responded to all comments. you'll see the route of the proposed cable here. pge is planning to do something called horizontal directional dripping and if you look in the bottom left of this, they would drill down just north of the pier 30, 32 complex and really they would be drilling down beneath bedrock in this area of the project to get out the water. and then travel that 3.5 mile route and there would be a new horizontal directional drilling along 23rd street, fairly deep down below bedrock and deep out into the bay so that's the route along port property. as i mentioned earlier there's a great deal of seismic risk that the 230 kv system is exposed to. pge hired an independent firm to do that seismic risk analysis which was part of the cpuc record and the numbers are pretty scary. there's a [inaudible] probability of the failure of both existing substation cables in a 7.8 earthquake, a 48.2% probability with a magnitude 7

i don't disagree with the notion that we need to improve oversight and regulation by the cpuc, but i am offering amendments today to make sure we paint a complete picture of what we need at the city. so the amendments which colleagues have distributed to you and i provided to supervisor mar before the hearing, do a few things. it keeps in the language and concepts about making sure we're improving these regulations. it removes reference to the sfmta because they don't have jurisdiction to regulate the tncs. and it also inserts language affirming that tncs are a key part of our transportation system and our transit for system. if we're going to be saying that we need better regulation, let's do that, but let's acknowledge the important role that these tncs currently play in the light of our city. so those are the amendments that i have offered and after public comment i'll be asking the committee to adopt them. supervisor kim. >> thank you. just wanted to appreciate erik mar's office for bringing this to a second hearing. just a couple of things. i think, you know, largely consistent
