craig boswell reports from washington d.c. >> senate finance committee chair baucus plans to release his draft bill wednesday. he worked for months with a team of bipartisan negotiators the gang of six. the bill in its present foreman dates some people buy private insurance on their own. that at certain income levels qualify for tax credits. committee members say details need to be ironed out. >> that subsidy gets very expensive. and runs the cost of this bill way up. and that's what we have not figured out. >> even with subsidies some could pay 13 percent of income for insurance premiums. or pay a penalty for no insurance. >> then they want a employee mandate. that means if you are over making over $66,000 a year and you don't have health care. >> some estimates 4 million of uninsured would be required to buy coverage without government help. >> the framework of the baucus bill does not include a so-called government run option but calls for a coop owned by policyholders. the bill also bars benefits for illegal aliens and expected to cost $880 billion over 10 years. >> i think there
