i'll introduce craig fugate now. >> good morning, everybody.cretary talked about, we already have our teams linked in with the governors' teams and the operations centers and focussing on the evacuation center and the aftermath. one of the things we have to emphasize is well as the forecast has been all of the steps of preparation, it does not mean there will not be damages. it does not mean power will not go out over large areas and it will take some time to get things back to normal. that is why it is important for people to prepare. one thing we can change on is loss of life. that is why the evacuation orders in the coastal areas are key. people need to leave early. travel a safe distance. all of the planning and preparation will be in vain if you don't heed the orders. as the secretary points out, we have a whole of government approach. all of the agencies have been working together to get ready support. the governors and their support teams. it is about the ngo and the private sector. the key partner of that as well as the american red cro

so craig? >> thank you, mr. president and secretary. when you look at these disasters, a lot of times you try to find a place of damage that tells everybody the story about what's happened. but in this hurricane, that's hard to do because i'm pretty sure most of you forgot puerto rico and the virgin islands were first impacted, and we had people who lost their homes and are currently dealing with recovery in puerto rico. now we repeat that process in north carolina, virginia, and up the coast as flooding is still ongoing. when a disaster comes off the news and nobody's paying attention, we still don't go home. we're still working hard across this country from tornadoes and floods that have already struck this country as well as the new damages. that's part of the mission we have at fema to work with our state and local partners, to work with the private sector, volunteer and faith-based community but most of all as the secretary and president said, the american people who we work for. we're there for the survivors. we'll be there throug

we're joined now on the phone by fema administrator craig fugate. craig, thanks for joining us. where are you guys sending your people right now? >> from north carolina all the way through to maine. we have teams in north carolina, teams going in to the mid-atlantic states, teams going in to the new england states. so we've been getting folks ahead of the storm, and also sending supplies in ahead of the storm. >> what are you telling people? obviously the story always goes some people just don't want to leave. they want to stay no matter the danger. how serious do people need to know this storm is, and why do they need to go if they're in the evacuated areas? >> well, it's the storm surge, which, for a lot of people, is hard to explain. but think about this. think about a tide with big waves coming in that doesn't go out and those waves are pounding everything in its path. that's the problem in the low-lying areas, that storm surge can be deadly. you don't get a second chance if it's too late. and that's why you need to go early. and again we know there's going to be a lot of tr

craig skalar, our solo reporter is out there. what is going on? >> this was a close call at 5:30 a.m.. fire officials say that the owner of the home did not smell smoke, they heard an alarm. that opens the door to the room where this big window is and there was fire. the fire reached the attica and burned. we will show you some pictures earlier of them dousing the flames. they are basically telling me that because of the alarm system she is alive today. she got her dog and got out. they managed to keep the fire from spreading to neighborhood homes. they kept reiterating that because of the smoke detector, she was able to get out in time. the house is practically a total loss. they say it is not structurally sound at this point. >> looks totally unstable. as far as they can sell, the fire started in this room over here, not in the >> tropical storm irene has turned into a hurricane, hounding pr with torrential rains. the winds reach over 7 5 mi. per hour. it is not a category one hurricane. turning haiti into the dominican republic and could be hea

and with that i'll turn things back over to helen. >> thank you, craig. so i just want to highlight one point that craig made on this particular slide, that is in general because coinsurance has a kind of automatic increase built in so as prices go up -- if your coinsurance is 20% as opposed to a flat dollar amount, you know, you go to the doctor's office they say it's $15 or if your coinsurance is 20%, it's 20% over what the bill is. so on that -- on the slide on page 17, it mentions that the increase was to the employee percentage contribution to the premium cost and that is important because it is not just a flat amount. it's the percentage increase. now, there's less of an increase for office visits but more and more we see coinsurance which is a more subtle way, if you will, to increase what the consumers pay. and it also most importantly and the reason it's done is, if you don't use coinsurance, the consumer has no way of really paying attention to what a visit cost. a visit could be a $500 visit with tests and everything or $150 visit. you could ha
