craig debro tells us about a new plan to reduce crime. craig joins us live in oakland.ood morning. >> reporter: good morning, tori. the true vine ministries is at market and west graham. the people with the ministry want to shine a bright light on people who want to commit crime but right now the law says they can't shining a brighter light. mr. zachary kerry wants to make changes in east oakland as well as west oakland. opponents of the current ordinance say energy conservation aside, the dim bulbs are giving crooks a chance to commit crime. >> at certain areas there's not enough light and there's a lot of crime in certain areas where there isn't enough light. >> reporter: is this one of the areas? >> this is one of the areas. >> reporter: in september earlier this month, part of the same group of people, minister kerry among them, he also lead as group called save soldiers against violence everywhere. they marched from the baptist church in east oakland to city hall. part of the purpose of that march was to call attention to the 75 homicides that happened in oakland b

craig debro tells us both crimes took place inside a dorm. >> reporter: that's right. both crimes took place inside a dorm and police have identified students as being suspects in both of those crimes. i just spoke to a couple of representatives of st. mary's college over the phone. one says she'll be here in about 15 minutes so stay tune for mornings on 2. we'll have more. i also got a call into police because they are actually handling this investigation. two sexual assaults on campus. one reported september 11. itself other the 25th. the victims in both cases are students. at least one suspect in each case is a student. when i spoke with the campus rep this morning, she told me if she -- she told me she didn't know if alcohol was involved. a student was arrested in connection with the september 11 assault later that day. police have identified a student and qain assistance of suspects -- acquaintance of suspects in the september 25th case but have not made an arrest yesterday. they won't be increasing security because the people involved knew each other. instead the

ktvu craig's debro joins us with the pros and cons of the plan. >> reporter: this is shaping up to be a fight between energy conservation and star gaysing on one side and safer streets on another. a minister, that's his ministry over there, he is quoted in the "new york times" saying he wants an exemption from a state and local law which mandates the intensity of streetlights. the area is considered high crime. in areas considered high crime lighting is important. few people would choose to commit a crime under lights if they could commit it with less lights. a state lawsuit went into effect nine years ago that mandates using energy efficient lightning. city of oakland required streetlights to cut down on light pollution, which affects our ability to see stars at night. the minister said our ordinance prevents civic minded citizens from helping police identify criminals. in oakland like a lot of other cities, they are experiencing a higher rate of crime. the economy could be one reason. some people are saying poor lighting could be another. zachary carry is the minister at true line m

kraig debro has more on this financial crisis, craig?n the city manager was here in downtown san jose, she had something to say to city council members but this was a problem they faced earlier this year and it had to do with balancing the budget, tax increases or do something to their pensions to massage that or get the costs down. according to the city manager they are considering closing all the branch libraries even laying off some park rangers. you may recall earlier this year they have 10 unions to agree to a course the board pay cuts and not only that, up to 500 people were laid off or their jobs were not replaced when people retired. they are not facing that dire situation this fall, however when they started planning their 2012 / 2013 fiscal year, they are delaying the opening of four other libraries and there is even talk of laying off some crossing guards at schools. we want to go to school and get reaction from one of those guards. reporting live kraig debro ktvu channel 2 news. >>> managers of the golden gate bridge recreati

kraig debro reports from oakland, it involves the city's street lights. good morning, craig. >> reporter: good morning, pam. everybody knows the more lighting you have the safer you feel and are. a few years ago the legislator passed a bill it's a law that cut down on the amount of light tais used on city streets. it's supposed to save energy. lighting like at this gas station here at west grand and market. no longer on the streets of oakland, more places, see the lighting here, you can see, but it's still a little bit dark and that's what has led to a problem out here. there is a local minister who wants to get an exemption from the law. he says there is too much crime and people can be identified here but not as well. the man who runs the church down here in west oakland at grand avenue and market wants the exception from the law, one reason is the increase in crime. an example a 25% increase in homicides this year over last so far. there are other reasons for the increase. the bad economy is just one, we are getting started this morning, we will try to speak with the mini

kraig debro has the unanswered questions still surrounding the shooting, craig? >> reporter: we have a lot of early risers and we have spoken with several people all of whom know about what happened yesterday, but this park is built basically for kids, there are a couple of playground structures but i want to look at a sign that says all dogs must be on a leash, these dogs were not. according to police they had several calls to come to the park because they had two dogs threatening at least one child and one adult. speaking to a neighbor, police told her these two dogs were fighting with other dogs first and they began to attack children. after police came they separated the dogs. they tried tot airs the dogs, that didn't work, but i spoke to a man this morning and he said he knows these two dogs, they are just about a year-old and he said the dogs and the owners are nice people. >> i know the owners, i have seen them here in the mornings and the dogs have been great dogs, nice dogs -- >> reporter: now after it didn't work, they shot one, one dog died on the scen

raising tensions in a park at berkeley, kraig debro here to tell us about the recent attacks and why some are saying they don't feel safe right now, craig? >> reporter: a man just came with his dog and i asked him if there were problems with not just or only big dogs attacking smaller dogs but he said it is the breed. he says he no longer comes here for that reason. now it's on hoist between sacramento and dr. martin luther king, jr. and apparently there is a published report that another neighbor was quoted as saying, his dog has been attacked over the past six months. if you look at the sign there are a number of rules and they even have quiet hours so it seems fairly well organized. when i talked to the man you saw a second ago. i said where are owners aren't they supposed to intervene he said yes but it does not always happen. one person no longer comes here and a man who complained went to the city council and he is recommending splitting the park in two or in thirds so that dangerous dogs or bigger dogs can be separated from smaller dogs. he lives here and i am still waiting for his comment. kraig debro ktvu channel 2 news. >>> it

the job at the hospitals around the bay area and beyond, kraig debro is in oakland to talk about what is behind this one day strike, craig? >>> pam, as you come to us on keizer and oakly you can see the nurse's association -- oakly, you can see the nurse's association is thing up and workers will be walking picket lines at 21 keizer hospitals and some sutter hospitals as well. this is an e-mail -- do -- . >>> this is a priority. late yesterday afternoon they started setting up and some of the pictures here, they started setting up in preparation for this one day strike. 21,000 keizer nurses could be striking today but they are only going on a strike to show support for 4,000 members of a union representing optical and union employees. those healthcare workers are not under contract but many of them if not all of them work for keizer as well. many of them work for sutter hospitals berkley sutter santa rosa and caster valley just a few being picketed and mental healthcare want their voices to be heard in treating patients with return visits. >> i have a great group of nurse managers, assistant nurse managers as well as oth
