craig debro tells us both crimes took place inside a dorm. >> reporter: that's right. both crimes took place inside a dorm and police have identified students as being suspects in both of those crimes. i just spoke to a couple of representatives of st. mary's college over the phone. one says she'll be here in about 15 minutes so stay tune for mornings on 2. we'll have more. i also got a call into police because they are actually handling this investigation. two sexual assaults on campus. one reported september 11. itself other the 25th. the victims in both cases are students. at least one suspect in each case is a student. when i spoke with the campus rep this morning, she told me if she -- she told me she didn't know if alcohol was involved. a student was arrested in connection with the september 11 assault later that day. police have identified a student and qain assistance of suspects -- acquaintance of suspects in the september 25th case but have not made an arrest yesterday. they won't be increasing security because the people involved knew each other. instead the

kraig debro has more on this financial crisis, craig?n the city manager was here in downtown san jose, she had something to say to city council members but this was a problem they faced earlier this year and it had to do with balancing the budget, tax increases or do something to their pensions to massage that or get the costs down. according to the city manager they are considering closing all the branch libraries even laying off some park rangers. you may recall earlier this year they have 10 unions to agree to a course the board pay cuts and not only that, up to 500 people were laid off or their jobs were not replaced when people retired. they are not facing that dire situation this fall, however when they started planning their 2012 / 2013 fiscal year, they are delaying the opening of four other libraries and there is even talk of laying off some crossing guards at schools. we want to go to school and get reaction from one of those guards. reporting live kraig debro ktvu channel 2 news. >>> managers of the golden gate bridge recreati

kraig debro has the unanswered questions still surrounding the shooting, craig? >> reporter: we have a lot of early risers and we have spoken with several people all of whom know about what happened yesterday, but this park is built basically for kids, there are a couple of playground structures but i want to look at a sign that says all dogs must be on a leash, these dogs were not. according to police they had several calls to come to the park because they had two dogs threatening at least one child and one adult. speaking to a neighbor, police told her these two dogs were fighting with other dogs first and they began to attack children. after police came they separated the dogs. they tried tot airs the dogs, that didn't work, but i spoke to a man this morning and he said he knows these two dogs, they are just about a year-old and he said the dogs and the owners are nice people. >> i know the owners, i have seen them here in the mornings and the dogs have been great dogs, nice dogs -- >> reporter: now after it didn't work, they shot one, one dog died on the scen
