joining me is the former fema director, craig fugate.oversaw the response to four hurricanes in 2004. the big four in '04, i remember them being called. and at the federal level, 87 disasters with the obama administration. it's good to see you. dealing with the storms back in the day. i was here for hurricane charlie back in '04. and you dealt with that c calamity, as well. ian just seems like on a different level. compared to what we saw back in those days. >> this was the southwest florida hurricane andrew. it's going to change the area. it will change how we built. and we're going to learn lessons and do things differently. this was the storm surge. that was a ten-mile-wide tornado. this storm surge was so massive. and a lot of the damage we're seeing, we tend to think of the wind damage. this was primarily where you're at, just the wave action and surge going in and tearing everything out. >> the storm surge, when it gets to this level, you can have a tremendous loss of life and property. and i have to ask you, craig, if you're with

so joining us now is craig fugate, a former fema administrator. thank you so much for your time. i don't know if you were listening. we had a spokesman on from charlotte county, florida, who was just talking about the conversations he's having with his wife about how all the local insurance offices, the adjusters are all closed. they're destroyed. think can't get any answers. they're calling the national number. and they're telling them it could be days, weeks, it could be a long time to get any help. and relief n your vast experience with the disasters, how long do people have to wait before they can start getting reimbursed and start trying to rebuild? >> yeah. depends on the insurance company. the large companies will surge a lot of people in there. but as you're pointing out this is not an easy place to get even more people in. there a lot of this is still search and rescue. it is hard to get into certain areas. as you get to flododing comes down, that's going to make it easier for the insurance companies to get in there. fema realizes they can't get to people to service floo
