senator crapo, you wanted to speak, and then senator warner. >> i will be brief. i just want to make the point that i don't think these kind of amendments are making things more complex. we really do need to set the parameters for our budgeting process. i don't have the numbers on the tip of my tongue, but we have grown discretionary spending in the last five years by over 25%, if i remember correctly. is a significant amount of growth. just to say that we are going to get on a path is not harmful, it is going to be helpful to the economy. we have achieved $2.40 trillion in savings. something that is an inflated number. we have not achieved that yet. that is a projected number of the next decade of what we have put into place, if we don't break the budget again and again. we have already broken the budget control act and some particulars three or four times since we passed it. ofave no high level confidence that we are going to necessarily achieve that $2.40 trillion number or if it is even accurate number. my point is, we've got to get around to putting some hard

senator crapo asks. it is no in the first year because there are spending savings -- pardon me -- and spending costs. you thinking that sounds like washington double speak, mr. speaker. well, senator crapo thought so too. so i didn't understand you. it's zero in the first year? staffer says, yes, sir, on net, sir. senator crapo says, that confirms my worry. understand that. here's a budget that is increasing taxes by $1.8 rillion, increasing taxes by 1.8 trillion and changes our deficit for next year by nothing. it does not put us one dollar closer to a balanced budget. it does not put us one dollar closer to stemming the rise in debt. taxes going up in this budget by $1.8 trillion and they want to spend it all as it's coming in such that they change nothing about our fiscal condition in year one. it's one of those back loaded budget, mr. speaker, we hear so much about. it was wimpy, i think in the popeye cartoon growing up, i'd gladly pay you tomorrow for a hamburger today. it's what's going on here. i'

mike crapo, the senator from idaho asked the budget staff, what about the budget? we haven't seen the details, what do you make of it, what's the cuts and deficit reduction and i'm quoting now, it's zero in the first year in total said a member of that state to the senator. they're not trying, right? zero? >> well, i don't know why anybody's really shocked by this. after all we've heard from many leaders in the democratic party that they don't even think there is a spending problem. so, and the president has made pretty clear that cutting the deficit isn't his top priority. so, you know, i mean i actually don't share that point of view and i think there are democrats who don't share that point of view, but the fact of the matter is the people who are leaders of the democratic party today have been pretty clear they're in the sort of paul krugman camp of this is not a problem. it's a problem that's going to be a problem in ten years and right now need to focus on spending money and keeping the economy moving and worry about the deficit later. >> that's a fair point,

[applause] the senate judiciary committee sent legislation to the senate floor that would crack down on folks who buy guns only to turn around and funnel them to dangerous criminals. it is a bill in honor of hidea pendleton, who was murdered in chicago earlier this year. she marched in the inauguration parade and a few weeks later was gunned down about a mile away from my house. i urge the senate to get that bill a vote. i urge the house to follow suit, and i urge congress to move on other areas that have support of the american people, because we need to stop the flow of illegal guns to criminals, and hidea's and many other families really do deserve a vote. kirk, manchin, hagan, klobuchar, baucus, tester, enzi, vitter, wyden, warner, ayotte, shaheen, risch, crapo, murphy, rockefeller and wicker. it doesn't sound very provincial to me. in fact, 42 states will have their air traffic control towers eliminated. this amendment is broadly supported by the aviation industry. if there is an aspect of this that is unique to kansas, it's we manufacture many general aviation aircraft. we are the air capital of the world, but this amendment, while being supported by the aircraft owners and pilots association, by the national business aviation association, by the national air transport association, is also supported by the american association of airport executives and the national association of air traffic controllers. again, not a very provincial amendment when sponsored by so many of my colleagues, affecting 40-some, 43 states of the united states and broadly supported by the aviation industry as a reasonable commonsense solution to a problem we face. and i have been adamant about bringing this amendment to the floor. i'm a member of the appropriations

senator crapo, i think, asked you to reflect on what elements of that legislation you thought were good and perhaps which elements could stand improvement or that this institution should perhaps revisit, and i think you highlighted, you specifically highlighted section 716 as an area that you thought perhaps we could revisit. i wonder, could you elaborate a little on 716? but also i'd love to have you extend that discussion just based on what you've done the last couple years. what other areas do you think, perhaps, we may have gotten wrong or perhaps, you know, are experiencing unintended consequences or have created problems for the regulators in terms of implementation? >> well, 716 requires the pushout of certain kinds of derivatives which means that banks can't manage those derivatives, they have to be in a separate, separate company, separate affiliate. um, and it's not evident why that makes the company as a whole safer. what we do see is that it will likely increase costs of people who use the derivatives and make it more difficult for the bank to compete with foreign competitor

the signing of the violence against women reauthorization act and the victims protecting, the leahy-crapo bill last thursday, the president called the judiciary committee's action on our bill a big step and real progress. he noted our bill would crack down on folks who buy guns only to turn around and funnel them to dangerous criminals. and i hope to make progress on this legislation, other bills. we have the strong support of several letting law enforcement organizations including the fraternal order of police, the f.b.i. agents association, the major cities chiefs association, the federal law enforcement officers association, the national organization of black law enforcement executives, and last week i received a letter from the naacp supporting it. now, mr. president, just so senators will know tomorrow the judiciary committee will continue its work on three remaining gun violence measures. senator schumer's proposal to expand requirements for background checks, senator boxer's proposal to enhance the safety of our schools, and senator feinstein's bill to reinstitute assault weapons b
