the crapo amendment puts the u.s. trade representative into what amounts to a straitjacket, making it hard if not impossible to negotiate fixes or modifications to any trade agreement for any reason. it would make the process for modifying an agreement more difficult than getting into that agreement in the first place. that is a big roadblock to improvements that could raise standards for workers. i'll close by mentioning i filed an alternative amendment 1975. my amendment guarantees transparency and consultations throughout the negotiations. it makes clear that the united states must promote global access to vaccines while safeguarding our i.p. from hostile foreign powers and protecting american innovators. so here's the bottom line. it's not only possible, it's absolutely essential for our system to include strong intellectual property protections as well as exceptions to promote the common good at the same time. my amendment strikes the right balance. the crapo amendment just goes too far in the direction of blocki

the first was from republican mike crapo who demanded a vote on an amendment and finally got it. it looked ready to pass when out of nowhere another curveball came from senator ron johnson, the wisconsin republican, demanding an amendment he involving the border that has already failed. this was highly frustrating for senators was this was not seen as a good-faith effort. this was siege as kind of a wrench in a bill that looks inevitable to pass. the only question is when. the democratic leadership in the senate have always intended to pass that bill and then to vote immediately on cloture, the procedural vote to advance the january 6th independent commission. that still looks likely to happen once this china bill is done, but, stephanie, it is increasingly likely to be headed to a filibuster. it has a majority vote in the senate but led by republican leader mitch mcconnell, many republican senators have decided they're not going to support this and it appears headed for a blockade. >> carol, make us smarter here. mitch mcconnell has been dead set against this january 6th commiss

wyden: madam president, i, too, want to express my greerks to senator crapo. we're partners in the senate finance committee. as senator crapo really touched on, we know sometimes around here in the senate, it is hard to get senators to agree on the proper way to butter a piece of toast. but what senator crapo and i have tried to show -- and i believe this amendment does it, is that the senate is going to come together on the urgency of outcompeting china, and that is what our legislation is all about. senator crapo ticked off a number of the key measures. obviously, we feel very strongly. we spent weeks looking at it in hearings and discussions at how china rips off our intellectual properties, steals technology, sends dangerous counterfeits to our markets, how it undercuts manufacturers with overproduction and unfair subsidies. the fact is the chinese have deployed massive subsidies, incentivized overproduction in key manufacturing sectors like steel, aluminum, solar panels that undercuts our competitors. they have shaken down american firms for intellectual

well, chairman wyden and ranking member crapo of the finance committee have a bipartisan provision that's ready to go. they have already done the hard work. they have reached a solution, but thus far, the democratic leader has refused to include it in his substitute and is not -- has not allowed the senate to vote on it separately. these are long-term issues we're considering. we need to get this right. and during the time this legislation has been on the floor, we have had entire days come and go without any votes at all on the bill. in several instances, the democratic leader chose to pivot away from this legislation and devote floor time to nominations. so there is no excuse for shutting off debate prematurely before the senate has been able to have its say. so we'll have to see how today unfolds. with additional amendments the democratic leader lets the senate consider how open a process he permits. republicans don't want some big fight over this. we'd like to see an outcome, a bipartisan outcome. even now, discussions are continuing behind the scenes. but the democratic leader should

that's why i join my colleagues senator crapo to sponsor the back to work bonus act. this bill will give back to work bonuses to workers who are safely able to return to work. this would be a one - time payment of $1,200 for those returning to full-time jobs. $600 to those returning to part-time jobs. employers would verify the earnings and hours of those receiving the back-to-work bonus. that sounds much more like an actual stimulus to me. the back-to-work bonus act is a win-win-win, good for workers, good for employees, and great for our society. i'm sure each of had my colleagues have received similar pleas from small business owners across their state. the biden-backed unemployment benefits are crushing their hopes of getting back to a pre-pandemic high. we're even seeing some states take matters into their own hands. i was glad to see alabama is one of the first states to stop accepting enhanced federal unemployment benefits. as of today at least 16 states have announced they won't accept the benefit to help employers and encourage folks to get back to work. this
