on october 20, a 75-year-old lady crossing fulton street in the crosswalk was hit by a car, and i don't know why the director didn't report that. she had to go to the hospital. i don't think it was too serious, but still, why is -- is m.t.a. going to do anything about it? and a couple of years ago, another 75-year-old lady was hit near the senior center and, as such, sfmta did nothing about it, and cars just speed along fulton street, and that idea of slowing down on geary, where the seniors live to -- from 30 to 25 miles per hour, well, i live right near the senior center on fulton street where they put that lower speed limit, and i can tell you that cars do not speed down. you need to set a speed limit of 25 miles an hour or 20 miles an hour. just do it, and let the state sue the city or let the city sue the state. and also, i want to talk about stop signs. i live near 38 and balboa, which is a dangerous intersection in a commercial district, and i don't know why staff won't put a stop sign in. they put stop signs in on 28 and balboa, and all along ocean avenue where there's no traffi

one, a pedestrian at geary and 38 avenue who was struck and killed while in the crosswalk. the rapid response team took a very close look at that situation and has recommended some additional daylighting as well as refreshing the existing daylighting at that intersection. and then, there was also a power scooter rider who collided with a motorist at the intersection of 16 and bryant on december 1. the rapid response team is looking to add a leading pedestrian interval for that signal and retiming the signal for a slightly slower walking speed. related to vision zero, you have also, i'm sure, seen reports in the press about recent advances with autonomous vehicle testing here in san francisco. as you probably know, san francisco offers every imaginable driving condition except for snow, and therefore has long been sought after as a site for autonomous vehicle testing. back in september, crews received a permit from the department of motor vehicles and is beginning fully autonomo autonomous vehicles. we need to make sure we understand the technology, and particularly police,

under certain circumstances, particularly when working in crosswalks, and the contractor was making at least one flagger for each crosswalk that is closed whose sole job is to control the pedestrian traffic. in addition to that, there are other flaggers on the site. there are flaggers that are specifically responsible for moving the vehicles such as trucks or backhoes in and out of the construction site. and possibly depending on the traffic control set-up, the flaggers for moving private cars around the construction site. so depending what work was going on you could have three, four, five flaggers working that particular portion of the construction site. as i said in the presentation, the pedestrian traffic at times got to be so heavy that people were ignoring the barriers that were put up and the flaggers that were out there were insufficient to keep people from wandering into the construction site. the contractor put out the additional staff that they needed to keep the site safe, but then wanted to be compensated for it. and that led to discussions and discussions with the city. o

corners of intersections when we are specifically trenching or doing other construction in the crosswalks at those intersections to keep pedestrians away from the construction site. the project -- there's a number of flaggers baked into the specifications for that sort of work. and it was thought when we started the construction they would be sufficient to keep people from wandering into the construction site but once we got into construction, in spite of barriers and people we had in the field to redirect pedestrian traffic, the contractor started reporting problems of flow of pedestrians and people ignoring the signs and walking into the construction site. that started happening a couple years ago. in february of 2018 was the first time the contractor began using refer to as pedestrian monitors to control access to the construction site. city staff worked with the contractor. we had to walk a fine line between being guardians of public trust and not expending money that is better used in other ways and maintaining public safety during construction. we had a problem verifying they were p
