i am candy crowley, and this is state of the union. a better than expected jobs report was the only upbeat economic note this week, and it was downgraded. that's the first time that ever happened. >> it's a matter of the medium and long-term budget position of the united states that needs to be brought under control, not the immediate fiscal position, it's the one that centers on entitlements and its entitlement

let me to go candy crowley. i know this weekend you had some fantastic analysis on your program as well from both sides of the aisle. from, on the right and on the left, who were both against the s&p downgrade. tell me about that. >> it was interesting to me. we had larry summers who is, as you know, bill clinton's treasury secretary. always top economic adviser to president obama. and then we talked to steve forbes, ceo of forbes inc. both very good economic analysts. so i expected they come from different ends of the spectrum here as they look at what's wrong with the economy. but the first question out of the bat, of course, was what do you think of this s&p downgrading the u.s. credit rating? and they agreed on that. take a listen. >> i think in a narrow sense, it is a political move and i think it is really, it will sound strange for me to say, an outrageous move. the government can't pay its debts. it is legally obligated to do that. it has the wherewithal to do it. in a larger sense, i think the u.s. econ

let me bring in my friend candy crowley. she is in iowa for us right now.erson that everybody is talking about and they were talking about last night even though he was not there? >> reporter: texas governor rick perry who is going to get into the race tomorrow, we are told, sources tell cnn. look, he's been on the outskirts of this race and looking like he was ready to get in for several weeks now, if not months. so it's not so much a surprise as it is kind of that long, slow tease which gets you lots of headlines without a lot of criticism simply because you're not in the fray yet. so he's been in the cat bird seat, which generally is being outside where they're all arguing, and he's getting sort of ready to step in. you know, is it going to make any difference in the race? it either will or it won't, which is actually the most honest answer here because we've seen candidates get in late and make a difference, but we've also seen candidates get in late and it's too late. too late because donors have signed up, people have already sworn allegiance to certa

republicans doing it for a long time, as candy crowley noted, it's a fund-raiser.hese are the candidates that have paid for space. you pay for space here. ron paul has the premium space right here. mitt romney paid for it, $30,000, people coming right in. senator santorum, governor pawlenty, congressman paul, they have paid for premium space. speaker gingrich, romney, not paying for space, they say that they are not really playing. so what happens here? how does this work out? folks can show up, come to the tents in the morning, all show up from all over iowa. they bus in and buy their tickets in a lot of cases. candidates give speeches and cast their ballots. look at the winners. george h.w. bush in '79. bob dole and phil graham, they tied in 1995. george bush wins in '99. mitt romney in 2007. so does the winner of the straw poll, boom, go on to be the nominee? no. ronald reagan, george h.w. bush, john mccain was the nominee in 2007. what happens on saturday doesn't necessarily mean there's your winner in the race. here's what it can do. here's the impact of the s

let's bring in candy crowley, the host of "state of the union." okay, candy, did he really steal the thunder from the straw poll there? >> anything new on a news day, a, takes away the lead generally and, b, people are interested in. this has been a slow tease for rick perry and i think that means, you know, obviously he wanted maximum exposure. number one, you want that when you get in late. which he's doing. >> if you want maximum exposure, why not do it here? there's too many other people here? or risky. >> he hasn't set foot here. so you've got to get into iowa, you have to meet people, you have to get here. look, we know there are various folks who support rick perry who have been out and about and saying hey, come on to the straw poll and vote for him so they would love to have a vote that was impressive. but you don't want to stake the future of your candidacy on something that you haven't put a big effort into. >> could it hurt him, though? could people or republicans feel slighted by this, saying hey he didn't join the rest of the crowd a

crowley, who was formally on the commission, who has helped. this will be one of the greatest municipal buildings in the country, if not the greatest. i have to refer to my notes because some of these stats are pretty incredible. this building will design 55% less energy than most office buildings anywhere. that is one-third less energy than most buildings consume. over the next seven to five years, it will save an estimated $180 million in energy costs. that is a lot of money that will be saved by our ratepayers. we also talked about the reclaimed water. all of the sewage will be treated on site, as well as the gray water. that means all of the demand for the low flow toilets and your girls -- urinals will be met, and over 700,000 gallons of water will be saved annually. it will also save an additional 900,000 gallons that we are using at the sustainability district. it is a significant water savings that we need to pursue throughout the city. i also want to thank the mayor for his leadership on this. beginning in his early dpw days. dpw, p u

candy crowley is the anchor of "state of the union" every sunday morning on cnn.ns me from iowa. thank you for joining us. the polls say president obama is weak on the economy, rick perry is going to run on the fact that he's strung on the economy. how is this going to play with conservatives, with independents, for whom the major issue right now is the economy? >> sure. well, it is going to play well with conservatives who are already ready to welcome rick perry into the race. though he's got competition here for the hearts of the conservatives. he'll be popular among them. the independents are something different because he is quite conservative both socially and fiscally. i think you will see the white house tv you'll see the real action campaign go after perry on the thing you mentioned at the end, the highest percent annual of minimum wage workers, the highest percentage of people without health care. he's arguing he wants to opt out of perhaps social security or medicare because he could create a better program, a less expensive program inside the state. the

michael crowley is thyme magazine's deputy washington bureau chief and a political columnist for saloneve. >>> steve is huntsman saying things that could resonate with voters, even republican voters, or is this just a desperate candidate trying to claw his way out of single digits here in the polls? >> yeah, i think it is more of the second. the strategy that the huntsman people have been sort of following, the roadmap they think they are following at least is sort of what john mccain did when he ran for president the first time back in 2000 when he debuted the straight talk express. skipped iowa, went to new hampshire. he had everything on the record bull sessions with reporters. he broke through in new hampshire and for a few weeks he was really the biggest thing in the political world. ity there was a lot that mccain had going for himself personally that huntsman lacks when you look at like his war story and everything. but i think the bigger issue is that republican party in 2011, 2012, is nowhere near where it was in 2000. jon huntsman sort of advertises himself there as a center

rick santorum just yesterday, fred, he told our candy crowley that he needs to place in the top five and possibly, possibly this could be the end of the road if he doesn't have -- if he doesn't rake in the top five. he could be the first political casualty of this presidential race. >> paul, there are a couple of names that get a lot of attention, have gotten a lot of spotlight today, whose names are not on the ballot. but is there a real likelihood that people might write in the names of a palin or a perry? >> definitely a perry. there is an independent group not tied to the perry campaign, they have been in iowa for a number of days. i've seen them here. what they're trying to do is have people write in rick perry's name on the straw poll ballot when they go into the coliseum. as for sarah palin, listen, we saw her rock star performance yesterday at the state fair. most candidates don't get that kind of mass media and public frenzy that she does when she shows up. every time it seems she's fallen out of the spotlight, she jumps right back in like she did here in iowa yesterday. she
