i'm candy crowley, and this is "state of the union." so we want to bring you some new poll numbers cnn has, the first we have taken since these three controversies erupted and rained literally on the white house. i'm going to talk to dan fifer in a moment, but i want to set the scene politically with jessica yellin. i have to believe having looked at them the white house is probably pleased. >> i think you are right this morning, candy, because it is good news for the president. according to our new cnn/orc poll 53% of americans approve of the job president obama is doing. now, that poll was taken after this tough week. so it looks like the controversies have not eroded his support among the american people. >> is there anything inside the poll that says why not? because i think the convention gnat wisdom was going into it that he'd been hurt. >> absolutely. the numbers do tell a story. for one thing, his approval is largely unchanged from the 51% we found in our last poll that was in early april and up from his low of 47% in mid-march.

joining us now is michael crowley, "time" magazine's deputy washington bureau chief.cuss the new issue of "time," "homeland insecurity." thank you for joining us. this is sort of the question, not jus just of the moment, but really kind of the 21st century. and i will do that gimmicky thing on the show, which is to quote you to you and read an excerpt from the piece where it is written the harder question raised by the tsarnaev case is how deep into his private life investigators would have had to go in order to piece together the brothers' plot. america redrew the boundaries between privacy and security in the years after 9/11. rather than create a powerful new domestic intelligence agency, the u.s. decided to give the fbi increased powers. allowing for action even on the basis of thin evidence. with the goal of breaking up terrorist plots before their execution, it was a little-noticed but significant change in the way the fbi did business. given that, that the fbi can act on rather thin evidence, could they have actually done anything in this particular plot? >> it

michael crowley, if one were to stick which would it be? >> i think the irs scandal. >> yeah. >> resonates with americans in a really powerful way. people are predisposed to hate the agency and nothing makes people go wild like the idea that there's kind of political bias, that the power of the government is being used to pursue a partisan political agenda by people who ought to be nonpartisan and objective. that goes straight to the heart of something that americans really cherish. i think that, you know, benghazi, i think people find a little confusing. as donnie noted the polls suggest people are not that riled up about it. frankly i'm not sure if you ask the average american whether they think it's more important on the ap case, you know, a counterterror investigation versus the right to the press, i'm not sure how it breaks down. it may not be so good for the press. >> that one only sticks with us. mark barnicle do you agree it's the irs? then i'll get into the news of it all. >> the irs certainly of the three has longer legs in terms
