. >> let's bring in host of cnn's "state of the union" candy crowley. secretary of state john kerry will be going to iraq soon. what is going to be the focus of his visit? >> i think exactly what you just talked about. there is great disappoint -- and has been for some time, actually, with prime minister maliki, both on capitol hill and at the house. they feel that part of the reason that sectarian violence has grown again, part of the reason we are where we are is that maliki took over and was not inclusive of the kurds and was not inclusive of the sunnis and it made the march of isis that much easier. so secretary of state kerry, i'm sure, is there to deliver that message. how blunt it will be will be interesting. because when the president sort of signaled his dismay with maliki before, he said but the u.s. can't be in the business of telling iraq who to put in as their leader but nonetheless, they have made it quite clear that they want him to go. i suspect that secretary kerry's visit will be along those lines. >> how about this statement from iran

national security adviser susan rice was on "state of the union with candy crowley" earlier this morning, and candy asked her that question directly. >> we actually negotiated with the government of qatar to whom we owe a great debt. but the point is, he was being held by the taliban. and we had the opportunity to bring him back. he's back safely in the hands of the united states, and that's a great thing. >> when we are in battles with terrorists and terrorists take an american prisoner, that prisoner still is a u.s. serviceman or woman. we still have a sacred obligation to bring that person back. we did so, and that's what's to be celebrated. >> reporter: but the concern is that it sets up a bad precedent. and is it going to encourage terrorists to take more american hostages? well, defense secretary chuck hagel was on "meet the press" this morning, and here's how he responded to that. >> well, first of all, we didn't negotiate with terrorists. as i said and explained before, sergeant bergdahl is a prisoner of war. that's a normal process. in getting your prisoners back. that's first.
