chair -- b rasinski chair at csis. i wanted to pick up on the idea of egypt being the model. you describe a much more decentralized world, a much more arab world where her old patterns of governance do not work as well. but each shift has had centralized -- but egypt has had centralized governments for a long time. it goes down to the need for irrigation going back to the pharaohs. how do you think egypt needs to think about decentralization to become the governance model, the economic model for the rest of the arab world? mr. fahmy: let me start by saying i think it is important we all admit, including egypt, but all this that decentralization is occurring. the issue is it is encouraging or not.aged fashion anybody in the street can convey information and therefore affect public opinion. so i think we have to go beyond the idea that we can prevent multi-stakeholders. egypt is a large country with the problems. it will have to be, and i support this, a strong it is the, but management of governance, not the form of governing. talked abouttedly the centralizing authorities in
