happening today, san jose state students are planning to protest a proposed 5% tuition hike at all csupuses. the walkout is at noon at the 7th street plaza near the student union. this marks the first tuition increase proposed in six years. >> newly released documents are shedding light on the recent history of sexual miss cutting cases across university of california campuses. the findings were issued as part of a public records request. it coughs a period that starts from the uc system introduced new policies aimed at preventing sexual violence and harassment. u.c. investigated 100 cases over a three-year period ending last april. violations vary from inappropriate conversations to inappropriate touching. one student says all schools need to do more. >> you have people whoen trust campuses with their children and their lives. and it's important that, yeah, they get to the bottom of it. >> as for changes being made at cal and elsewhere, a spokesperson released a statement saying these cases were investigated under ol' policies. in the two years, the university has taken drastic steps

students and staff at one csu east bay dorm are being told to shelter in place. this is happening at the university village dorm by the campus in hayward. now hayward police tweeted out they're investigating an incident. this is by the city view apartments which is on carlos b boulevard next to the campus. this is right by mission boulevard and 238 in that area. two people are in custody at this point and police are looking for a third. the nature of the incident is uncle unclear. we've heard reports of a potential shooting but that is not confirmed at this point. we're trying the get more information for you. but again a shelter in this area, there has been some sort of activity and students in this dorm area are being told the shelter in place. we'll continue to follow it. we'll get more information for you. >>> a new protest against president trump's immigration policy. tech workers left work early today to protest the executive order which temporarily bans new immigrants from six predomina predominantly muslim countries. scott budman shows us how the protest

rob roth is at the csu east bay campus in hayward. >> reporter: frank, it is spring break here at cal state east bay. but there are still plenty of students around and many are concerned about the coming tuition hike. at california state university east bay, this speech language pathology major helps pay for school by working part-time in the campus library. she says the tuition hike makes a hard financial situation even harder. >> it's just even more debt that i'm probably going to have to pay back to the school. >> reporter: but california state university board of trustees voted to raise tuition by 5% a year which comes to about an additional $270. the hike will take effect beginning in the fall. it's the first tuition increase in 6 years. >> extra fees, extra debt, extra stress on top of extra classes; right? just don't need that right now. >> reporter: this health science major already juggles two jobs on top of a full load of classes. >> i would like to see exactly how that money is going, how it's used. >> reporter: the university made up of 23 campuses says it needs the money

that earns under $150,000 will walk away without any debt if they send their family members to a uc or csu. we start by having 300 million- dollars starting in fiscal year one year from now and we want to make sure that the full-time students can go for free in community college and those poorer students in community college can get help with living expenses. another one hundred million dollars a year. >> you're not only talking about covering tuition but it is really the expansion of coverage of living expenses that is key here. >>> absolutely. at this point we have a handle on college expenses and tuition at cal state and uc is more. living expenses, books and cost of living is huge in most of the urban parts of california. we want to make sure that students that are in need can get help. >>> i was reading something like 60% of what a student walks away with in loans is due to the living expenses. how realistic though is this? >> pretty realistic. it comes from prop 98 that we have additional money and we want parents to increase their savings so we are announcing as part of the program
