carpenter, what is ctia? >> guest: ctia is, actually, at this point an orphan acronym. ctia is the trade association that represents the wireless industry. once upon a time, it was the cellular telecommunications industry association, then it became the cellular telecommunications and internet association. and then as the industry changed, we said instead of trying to change the name, we'd just become the wireless association. we're proud to represent the wireless ecosystem in its entirety from the carriers, manufacturers, hand seth vendors, the integrators and the app developers. >> host: so what are some of the companies you represent directly? >> guest: everybody from at&t, verizon, t-mobile on the large carrier end down to bluegrass cellular and independent companies like that. network equipment companies like erickson, alcatel-lucent, handset vendors like apple and samsung and companies that stand behind them and provide things like insurance services, network integration services and so on. >> host: well, given that wide swath of the telecommunications world that

ctia came together and this is leadership coming up with a voluntary code. this has to have all parts of the ecosystem involved. this is an something carriers can do your hourly -- unilaterally. you also need to look at the overall customer experience because we absolutely want to look at technology that works -- that might discourage cell phone theft. you don't want to have a situation where customers drop their phone behind the sofa, think it is stolen, how to turn into a brick and call back in and realized they cannot have it -- they have to have it turned back on or that it is accidentally done or it is hacked into. one could see teenage pranks of people turning off each other's phones. you want to make sure you really thought through all of the technology aspects of how the solution will work. i think ctia needs to be commended and taking a thoughtful approach and how we address this consumer need. >> it is at the state level for the kill switches. >> simply because what we don't want as a patchwork to be consistent laws across the country. we think the

the nationwide effort, the ctia, the company that handles all of the lobbying for the wireless industry're not really behind this right now. the cell phone carriers also aren't really pushing a lot of this legislation. so california tends to lead the pack on things that the rest of the country is, like, hold on a second. let's figure out a better way to do this. i mean, you're right. i have a friend who is in full traction and had to his mouth wired shut because his phone was stolen. ripped out of his hand and they hit him pretty hard and he had his mouth wired shut. in new york they call it apple picking. it's a very serious crime. i hope that the kill switch works. i hope by california leading the pack we see some decrease in crime. and i hope that's the solution. but there's got to be -- we all need to come together here and find better solutions to keeping these things in the hands of their owners and not getting ripped out by thieves. >> amen, brett larson. thanks so much. i appreciate it. the next hour of "cnn newsroom" after a break. we're moving our company to new york state. th
