that's what's right, and that's what's fair, and that's what new york deserves. >> reporter: cuomo did it by restructuring a wide-ranging tax that was producing $4 billion a year. the new tax will bring in only half that, but all of it from millionaires. the $2 billion in tax savings was returned to all other taxpayers the business community was impressed. >> the balanced solution of revenues and spending cuts is what's necessary to get through this very difficult period. >> reporter: cuomo has been slashing state spending since he took office last january. he promised more to come next year when the new state budget rolls around. it has a projected deficit of $3.5 billion. new york's new tax system takes care of more than half that shortfall, but the state still must find a way to fill a $1.5 billion hole, no small task, but a cakewalk compared to the situation in california. bill whitaker is in los angeles. >> reporter: here in california, the state is facing a projected $13 billion shortfall, and a much tougher challenge-- the only way to raise new revenue now is to ask voters, thro

chris cuomo is with us from new york. just how big of a problem is this? >> too big, scott. the reason diane has focused on foster care is the reason that should be obvious to all of us. these kids are not always been given the care they need. sometimes there is a second class mentality to these kids, and that is often difficult to quantify, but when you look at the use of these drugs, it is clear. these kids in foster care are 13 times more likely to be given these types of drugs and other kids. the reasons are simple. it is cheaper to give them drugs and therapy. it is easier to give them jobs because they do not have parents fighting for them not to have these drugs, to look for alternatives, so they suffer. >> what is being done about this in light of what we have learned? >> not enough. that is why diane got on it with her team. the gao just came out with a report echoing what is in the investigation, that more needed to be done by health and human services. secretary sebelius should look at this in ways that she has not. we hope that something gets done. a light will b

. >> belva: governor cuomo or letting a tax -- >> that's exactly right. new york had sort of a millionaire's tax, a surcharge that was bound to expire. the governor and legislature were going to let that happen and although their plan sort of let everybody declare victory. perfect political plan, right? basically, instead of netting the $4 billion that the expiring surcharge on the very affluent in new york would have brought, they will get about half of that, about two billion, which is better than nothing as far as these underfunded services are concerned. new york had a budget deficit of about 3.5 billion, which to us in california that seems like chump change. and then new york has embraced the need forever some sort of taxation. there's talk on the world stage of imposing some sort of tax on trades of stocks and bonds and other financial instruments, which is an idea that's been visited briefly here in the united states before. pete stark had a bill to tax the currency transactions last year. there is some rhetoric going on from very diverse quarters

when andrew cuomo first came to office as governor he said he wanted to emulate some of the qualities of alfred smith. and earlier in the program we talked about how at one point the governor's office was a very weak political office. can you just, if anything, go over what he did to make the office of governor stronger and what example did he leave behind for others to follow? >> thank you, sir. that is probably one of the lasting legacies of alfred e. smith, and when governor cuomo entered office he put smith's portrait behind the rostrum so that all the press conferences will see al smith and he replaced teddy roosevelt, who was there for the last three governors. governor cuomo also instituted a sage commission which would investigate government and try to make it more efficient, which is also like smith's reconstruction commission. the point that smith is probably being emulated most for efficiency in government. smith took 187 massive rolling bureaus, boards, commissions, departments, and rolled them into the 20 department of government and had the legislature pass the constitut
