cuomo.e looking into a media buying firm, according to the times, when the office heard about that subpoena, a senior aide called the commission and issued a directive, pull it back. and the subpoena was swiftly withdrawn. there was the time the commission sought to subpoena the real estate board of new york, whose members happen to be the governor's most generous supporters. the governor's office again stepped in to shut that subpoena down. this is a stunning litany, documenting how, according to "the times," the governor's office stopped the commission from doing the work. nine months after the governor created that commission, he shut it down unceremoniously. and that left a lot of people with unanswered questions. one of those happens to be the u.s. attorney for the southern district of new york, who brought the public corruption cases last year against that huge list of new york state lawmakers. he announced in april of this year he's going to be looking into the work of this ethics com

let's head to the crash site, chris cuomo is actually there. he joins us by phone. good morning, chris. >> carol, the crash site is once again unsecured. anybody who wants to can traipse through it. we were lucky in that villagers volunteered to show us big parts of the plane that haven't been discovered by the militants or any of these investigators who say they are helping to control the situatin. showing the dire need for appropriate experts on the ground to salvage some measure of dignity. there are 298 people. and mh li-17 crash landed into middle of a battlefield. when it comes to how that happened and barbara starr's report of maybe there were russians in attendance, we sat down with the self-appointed prime minister of this area, self-appointed, he was not elected, he was surrounded by men who i am told are current or former russian military. and we asked him about the accountability and the evidence mounting against his militant fighters that he had something to do with taking this plane out of the sky. here's what he had to say. >> people want answers abou

our chris cuomo has just arrived in kiev.e ground getting miked up, as we speak. we'll bring you to chris as soon as he's ready to go. we're joined in the studio by mary schiavo and ntsb inspector. this scene right now, this scene where the plane crashed is under the control right now of pro-russian separatists. we're hearing that the black boxes, according to ukrainian intelligence, are already in possession of moscow. what does that do to the investigation? >> well, it's going to compromise the investigation and that comment based on past history and the shootdown and in the previous korean airliner shootdown by russia five years before that. in both cases there was great discussion and disagreement over whaum what happened. attempts to identify the plane as a commercial jetliner before shootdown and all that was on the black boxes and they were hidden, the russians kept them and, in fact, denied their existence and what was on them for years. so, it could greatly compromise the situation. you know, there are other investig

chris cuomo is in ukraine. ivan watson is in kiev. a reporter in kuala lumpur and another in washington. our foreign affairs correspondent lisa is with me now. i want to go to chris cuomo who was at the crash site earlier today. let me start with you, i know you have some breaking news for us tonight. >> reporter: you know that our barbara starr and jim sciutto and others have been reporting that the initial assessment of the intelligence community, the buk missile, this s-a-d 11 surface-to-air missile. now the officials are saying they believe that to definitely be the case. what is new is that they believe since the shootdown of flight 17 that that launcher and other missile that's were operational have been brought back across the border. and the implication here is that russia is trying to scrub the scene of the crash site and cover up any evidence that might implicate it in having supplied this missile to the separatists. they do not know whether russian operatives were in eastern ukraine and actually fired that missile. what off

talking about what chris cuomo is talking about with this black box. true, will not tell us who fired the missile. it will though, if it is work correctly, give us a sense of how long the plane was up in the air after this missile struck? >> depending on the power supply and how long i was maintained. >> you're saying the power supply of the aircraft might have been knock out? >> immediately. therefore, it would have stopped. what it has the potential to give us is the much more rounded picture of those last seconds. >> and in some cases perhaps even minutes, depending on how long -- >> were there any calls from the ground to try to identify the aircraft? what noises were heard where the m missile struck. the sequence of events and god forbid what actually happened after the missile struck? what were the pilots doing? does it -- >> were the pilots still alive? >> absolutely. does it add a vast amount to the understanding of who did it? of course it doesn't. but it creates a much more rounded picture of those final moments. and that is vital. it's vital

cnn's "new day" co-anchor chris cuomo was there at the crash site last weekend.back to new york i wanted to ask him about his first-hand experiences both in front of and behind the cameras. take a look. >> when i was watching you at the crash site, saturday morning now eight days ago, it stopped me in my tracks when you talked about what you want dodd when you first arrived. let's play that clip. >> the first thing i felt like doing when i came here was just getting down on my knees and saying a prayer for those who are gone because they are not getting the dignity that this situation deserves. >> rarely, if ever, do we hear that kind of emotion from a reporter on the scene, even of something like a plane crash. what was going through your mind? >> well, i think you have to look at it through the lens of "we." it was not a unique feeling to me, it wasn't a unique instinct or action or behavior. a lot of people were there thinking hard about what was going on, worrying about them. there was an amazing amount of concern. the cnn teams that were there, we came upon

[laughter] i am not keen on governor cuomo. neil: i am just making fun there are options but we don't aggressively explore but maybe we need to ship it out or maybe export? >> what are the limitations? direct the producers can get into any market the have a better market outside of united states let them have that. kim letting us develop our industry is i am serious. to sit here with the cheapest energy in the world in the united states with the price of oil by 10 or 15% cheaper by 75 percent and gasoline is have the price. this is a place to restore your economy of the of the cheap energy. >> a guy told the washington and to he made progress but it is simple to understand. and are cuomo is barely a democrat. i'm a traditional democrat as i said he has looted from schools to pay for tax breaks for big banks. he doesn't fund public infrastructure his idea of economic development comes straight from ronald reagan's playbook it's trickle down economics so i supported him actually four years ago because he ran on a platform of cleaning up corruption in new york state cleaning up corruption in albany and i think a lot of people remember his father and and then believing that he would do that thought well if we can clean up corruption in albany then we can move towards a more egalitarian state then we can actually achieve these basic democratic values and he has broken all those promises and so i'm running against him as a traditional democrat but i'm also running against him as a anti-corruption activist which i've been all my life and he is not only failed to change the way money in politics works in new york but right now as i'm sure you know he's in broyles in this scandal where his top aide
