it was really a collaboration between cvp and smt to look at the issue. we brought in all of the stakeholders that would have to deal or be impacted by what we were doing. it was important to bring in the airline industry and everybody that would be a part. the first couple of months was getting everybody to identify the problem from a operational perspective but also from airline operational perspective as well. the team was broad and inclusive. we worked with industries small and large business to identify the technology. the three we deemed would sit in this construct, to bring them across the border to start the process. biometric technology is here to stay. i think it will help answer the question. the issue is, its application within the environment. the simple thing is lighting or the environmental conditions of humidity will impact how we work it. we ran a series of operational simulation to see how well pieces would come together and all of that information is provided to cvp so they can build into their longer acquisition program. we started kno

through this cvp arrested the times square bomber. last year cvp arrested 379 as a result of departure manifests provided by carriers. we use this arrival and departure information to generate over stay lists on a daily basis. determining lawful status can be more complicated. a person may get a six month admission period at the time of entry but apply for an extension relevant to determining if they are an over stay or not. lists need to be carefully kor rate lated against other systems and organizations. the over stay lists are run through the automated targeting system. we prioritize these records. that information is provided to ice for appropriate action. the over stay report along with the comprehensive entry and exit plan provided in april articulates the foundation for incorporating biometrics into the exit aspect of the system. the information we are using is actionable but can be enhanced with a biometric upon a departure to validate and confirm the information. unlike past attempts to deploy an exit system the challenge is
