cybersecurity is in sight of things. you do not see it. because it has become so ubiquitous and everywhere, it is more important than it has ever been before. it applies to many of the physical structures and infrastructures that we have. yet, in a sense, it is hidden. it is tough to get people to understand the uniqueness of the importance and the threat and the immediacy of it as well. >> areeyou finding that members of congrrss are not interested in cybersecurity? >> i think they're interested in it from time to time. if you asked me if members of the public are concerned about the threat from al qaeda or its affiliates, i would say that is iitermittent. we got very concerned after the christmas bombing effort. now we're very concerned about what has happened in new york. what has happened in the interim? we go through about three weeks3 it. you can look on the agenda off congress. you can look at the budgets. you an look at the polls that show what is most on the minds of americans in terms of3 all of those indicators of whether or not

granted they have had a few things distracting them, but do you see any likelihood that cybersecurity will become a more prevalent issue, and if so when? >> there have been cybersecurity presidential commissions beginning in 1996, and they have all been very good. and most of what they have suggested hasn't been done. the 2008 report, it took president bush until his last year in office to get around to actually having a plan that he funded and acted on. the bush plan in 2008, the comprehensive national cyberinitiative, cnci had 12 points as you know. none of those 12 points were designed to protect anything except the government. .. as you can say and not get out of this firm of life having said the word regulation. but regulation of the internet itself, the internet service providers it's going to take regulation on the electric power companies more so than the regulation that's already been passed because that regulation has no teeth, and all of those decisions are going to take courage and a lot of political skill to get them done so that we can begin to defend ourselves in cybers

i have to leave very shortly because i have to give a speech on cybersecurity to a business group. cybersecurity is the nation's number one national security threat ahead of 9/11's, dirty bombs and weapons of mass destruction according to all analysis. the private companies and this is very parallel, they always said at the beginning we have been working on this for two years. we could do this ourselves. we don't want government to be involved in this. weekend-- that couldn't happen because we knew they didn't have any idea what they were doing about how to take on cybersecurity. some of the largest it to a certain extent that most of them didn't. that is like parents. we want parents to make these judgments, and and which is a little bit like saying that some people here don't know how average american families have to live where people are trying to keep down two jobs and they themselves may not the skilled on the internet and in any event they are tired and they have things to do. so we have got to do this for the parents. let's not let ftc do this but let the congress do that.
