a state cybersecurity director.artinez signed legislation clarifying when the national guard can be used during a cyber event n oregon, governor brown signed an executive order to unify all cybersecurity efforts into one agency. lastly our incoming chair governor sandoval signed a bill to create a cyberdefense center to lead all the cyberdefense projects in their state. more can be done. there are at least 34 pending bills in state legislatures that you can all help advocate for and push through so that it can land on your desk to sign. although these are great accomplishments, we must never ever, become complacent. criminals and foreign adversaries will continue to pursue vulnerabilities in our defenses that will harm our citizens, cripple our critical infrastructure and steal our resources. that is why my initiative will live on through the nga resource is noter for state cybersecurity that i have been privileged to co-chair with governor snyder. through this center the nga staff will continue to assist your state

what message was there about talking about this cybersecurity working group?> i think there was in a sense that we have been attacked, our election system, you know, was compromised by the russians. and i think making a strong statement to that effect is critical. i understand that the president wants to move forward. and he does see cooperation with issues like north korea, syria and others as essential. but it's important that we recognize that this is going to continue and we have to, you know, develop a posture where we can walk and chew gum at the same time. we need to hold them accountable if they're infiltrating or taking measures against our infrastructure or our political system. >> naveed, do you think russia would have gone along with this? was this something that vladimir putin was talking about to try to elicit this kind of reaction from the president? >> absolutely i agree with the president. short answer is, no. i don't think there is anything to be gained by the russians actually cooperating in strengthening cybersecurity in the united states a

i applaud the cybersecurity community. a necessary step as we work towards a more secure electronic voting machine. not enough attention is given to the topic over the years, and i think it is a step in the right direction. you haveterestingly, federal and state officials saying it would be extremely unlikely for hackers to try to change votes, to manipulate vote tallies. does that matter? >> yes. of course that matters. in reality -- emily: what is the point of hacking a voting machine if you don't change the results? >> of course, we want to ensure the public has confidence in the devices they are walking up to and using to cast their ballots. to actually affect an election at the scale necessary would be extremely difficult to do without being detected. research has gone into this of the last few years, and certainly leading and the 2016 presidential election, but it doesn't negate the fact that we toll want the community recognize this as an important topic, and we still want to take necessary steps to ensure that peop

reporter: keep in mind they are a major cybersecurity company.e is sold in best buy and walmart. it is on a lot of people's computers, including key companies in the u.s.. it is not unusual for cybersecurity companies to have close ties with governments, but given the context of russian hacking in the election and beyond that, it has become a much more contentious issue with kaspersky. they tried to drive bright line and say that they had no special relationship with russian intelligence services, because that will turn off consumers in the u.s. and europe. it turns out the relationship is closer than they let on. emily: we have a statement from kaspersky lab. they say, when statements are taken out of context, anything can be manipulated to serve an agenda. they say they have always provided appropriate products and services to governments around the world to protect them from cyber threats, but does not have any unethical ties or filled -- affiliations from any government, including russia. you pointed out in your story that cybersecurity compa
