want to make sure that we can do r&d. we always like to co-locate our manufacturing and r&d, we want to make sure there's skilled and productive labor, and the u.s. certainly has some of that, and we want to make sure there's infrastructure. one of the uses we ran into was there was a retired rail spur near the plant that would take the product on to, ultimately, be exported out of virginia. that rail spur had to be rehabilitated. people often talk about the infrastructure in the u.s., and i think probably 20, 30 years ago we had the most modern infrastructure in the world. but, frankly, i think the american society of civil engineers recently gave the u.s. a d on infrastructure, and we've run into it in a lot lot of ourg investments. that one's an example of where we in the state had to rehabilitate a rail spur otherwise we would not have been able to export and, therefore, would not have built a plant there. we've also built two large wind plans, one in iowa and one in kansas. the one in iowa makes blades, the one in kansas makes the cells, and those both employ close to a thousand people, we invested a couple hundred millio

want to get 3-d tv into your living room. >> reporter: we're at the consumer electronics show, one of the big things that's happening at 3-disions, next generation 3-d tv with glasses, without the glasses, all the hype is about 3-d tv. we've got it right here. so i'm seeing a couple things, one is glasses-free tv, toshiba is selling this. it gives you the 3-d effect pretty well from what i've seen in early samples. you have to sit kind of in the right place. they say they have nine seating positions that you can sit in. that's pretty good. a middle ground that i like is what they call passive 3-d. very cheap glasses, same ones you' you've seen in the movie theater. they work on all passive tvs. they're inexpensive so they can make them in lots of different styles. the family can buy the style they like. it's not like you have to wear one style that are expensive and complicated. those are called active shutter glasses. pass sieve something to look for. the passive tvs are finally coming into their own at this show. that's an important trend but i'm still not a huge 3-d tv guy. the glasses are still there, there's not enoug

i want to talk briefly about r & d and manufacturing and more generally to the competitive strategy. 'i'd like the panelists to talk about private sector r & d and i'll do a brief plug. this afternoon cap is releasing a report by laura tyson, a member of the president's jobs council, which she and her co-author analyzed the u.s. r & d tax credit and its centrality in creating these public benefits that come from the larger public benefits benefitse from encouraging private sector, and r & d investment. so look for that on the web. the tax credit is one of the r&d pieces mentioned in the record. talk briefly about the role that r & d plays. >> the report goes deep on this. but i'll share from the i.t. so i there's no question if you looked at the billion dollar segments of the i.t. economy, nearly all of them originate with some federal r & d investment. google was born out of a grant of libraries indexing, and the mark on the mosaic browser. and nearly every s subsegment of the i.t. economy -- berkeley has beautiful chart that maps back which chiefs billion dollar industries originated from federal r & d investments. so category a, continuin
