a student from d.c. was injured and a student from waldorf, maryland, was killed. >> reporter: by all accounts he was a standup student and athlete at thomas stone high school where he graduated just a couple of years ago. let's go to a picture of the victim. brandon carroll was shot in the stomach and killed this morning near frostburg state university where he was a sophomore and basketball player. police say it involved a dispute among students who did know each other. brandon lived in waldorf. we have video showing where he lived. no one was home at his house. his family did leave earlier presumably to go to frostburg. brandon graduated from thomas stone in 2008. we are told he was a standout basketball player and captain of the team. police did make an arrest, a 21-year-old student tyrone hall has been charged with murder. he is accused of shooting and wounding another student, a southwest d.c. resident. that student is expected to survive this attack. the university issued a statement today. it say

d.c. history. police arrested the suspects yesterday in connection with last month's drive-by shooting that left four dead and five others injured. they're now looking for a fifth suspect. meanwhile, all charges have been dropped against the 14-year-old originally implicated in that shooting spree. nbc 4's jackie bensen has the latest. >> i apologize. in a perfect world we would never have mistakes. >> reporter: a highly unusual statement from peter nickel. he announced all charges are dropped against the 14-year-old. nine people were shot and four were killed in the incident on the night of mar 30th. the victims, most of them teenagers were standing in front of a house when a van drove by and its occupants sprayed them with an ak-47 and two other guns. after a chaotic police chase and bailout in which four officers were injured, the teen put his hands up when confronted. police later learned he was wanted on other charges. evidence from the getaway van itself has cleared him of the murder

d.c.'s nonvoting delegate polled a bill that would have given d.c. a vote in the house.ven though democrats thought they might have been able to pass that bill this year, gun rights supporters attached to it what they call a poison pill amendment. that would have gutted d.c.'s locally passed gun laws. it was drafted by the nra. eleanor holmes norton would describe that a person in the district would be able to walk on the streets carrying an assault weapon slung over their shoulders. or with concealed weapons. d.c. might not be able to ban guns at public and charter schools. she added, these provisions are so over the top they are unworthy of serious consideration. so the majority black, majority democrat-leaning residents of washington will continue to be taxed without being able to elect a voting representative, because pro-gun politicians think they should make decisions for d.c. about public safety instead of letting d.c. decide for themselves. somehow, someone, somewhere will try to tell you those politicians are acting in a way that should be called conservative. i

michel rhee broke the news to the d.c. council while explaining how the city was going to fund new teacher pay raises. teachers unions have expressed outrages bus six months ago, hundreds of teachers were laid off because of a reported budget shortfall. they now want teachers rehired. rhee says they won't be rehired. it seems it's a mess complicated by some debate over whether there really is a surplus. what do you make of this? >> it's really a mess. you've got four entities here that can't explain where the money is or if there's any money. i mean, all have flunked the math tests. either these people can't count or somebody's lying because there's $34 million. i remember a year ago when after she closed the schools and fired those principals, the next thing was to fire some teachers, get rid of teachers. and at that time, the council allocated some monies, i think in the neighborhood of $40 million at least to, go and to supplement teacher salaries so they won't have this big layoff and then this summer, we found the lay

the d.c. council unanimously pass ad bill to allow seriously ill patients to use marijuana to treat their symptoms. it would allow those patients to obtain two ounces of marijuana each month with a doctor's prescription. patients couldn't grow their own marijuana and said they would get it from up to eight distribution centers that might open up across the city. the bill would have to go through a second vote next month before it gets full approval. >>> a new survey suggests a majority of americans think legalizing medical marijuana would be okay. the associated press and cnbc polled a thousand people nationwide. about 60% of them favored legalizing marijuana for medical use. when it comes to legalizing marijuana for recreational use, only a third of the people surveyed support the idea. >>> it was day late but the discovery space shuttle came in for a nice clean landing today. the kennedy space center in florida. there were some bittersweet moments there. d.c. police are searching for a dangerous pack of thieves. they moved with startling speed in yesterday's early morning hours in a spree that reached almost to walter read army medical center. most of the crimeweowd university campus. where news4's tracee wilkins joins us more with a warning for students this morning. >> good morning. a lot of the students uncomfortable here on the howard campus understandably so with what happened thursday morning. ten armed robberies in this area by ten armed robbers. they were going after electronic devices and also phones. this robbery spree spanned two police districts in d.c. but all within northwest. >> to hear that happening is kind of like a throwback to me because i'm on campus you. know what i mean? it's supposed to be a safe environment. >> around 3:30 thursday morning, three students inside the school of engineering on howard university's campus were robbed. according to university officials, the robbers made off with the students' belongings.
