the d.c. circuit. it's often said that the d.c. circuit is the second-highest court in the land, after the supreme court, and that's true. it's unfortunate the republicans have chosen to filibuster the nomination of yet another talented female jurist and dedicated public servant to fill a vacant seat on this court. the nominee, georgetown law professor mean to that parliamentary inquiry lard has argued nine cases before the supreme court. she is briefed more than a score of cases. in one case, she argued before the supreme court, it involved a male employee of the state of nevada who was fired after taking unpaid leave to care for his wife who was sick. an important case, landmark case. the court ruled 6-3 in favor of her client, upholding important protections under the family and medical leave act. support for professor pillard's nomination is bipartisan, at least outside of the united states senate. yet senate republicans seem poised to block confirmation of this eminently qualified woman f

d.c. circuit. the d.c. circuit, considered to be the second-most important court in america, has eight active judges out of the 11 judgeships authorized by law. my colleagues on the other side of the aisle have argued that the senate should not confirm any of president obama's nominees for these vacancies, but where there are vacancies on the federal judiciary, it's the duty of the president to fill them. and it's the duty of the senate to advise and consent in an honest and professional way to the filling of these vacancies. the senate does not have the right to unilaterally determine that certain judicial seats and posts should never be filled by certain presidents. that's exactly what's happening today in the united states senate. today we're considering the nomination of judge robert wilkins to serve on the d.c. circuit. he currently serves aes a federal judge for the u.s. district court for the district of columbia. he was confirmed by the senate in 2010 by a voice vote, no controvers

the d.c. circuit. it's time they are confirmed. i'll be joined this afternoon by several of our colleagues, senators hirono, cantwell, kaine, and blumenthal, because we all know that it's time for the senate to stop the needless blocking of these women. enough is enough. and i want to thank chairman leahy for his persistence and the fact that we are not giving up on these three qualified women for the bench. our courts need judges in order for the third branch of our government to function. the senate should not be shutting down another branch of government. some of my colleagues in the senate won't even allow an up-or-down vote on these nominees. i don't know if they've even met these nominees, but if they met these nominees, i don't know how they could come to this floor and not allow an up-or-down vote. president george w. bush's candidates to the d.c. circuit were confirmed so that the d.c. circuit could keep running and our current president's nominees should be considered in the same man
