at a d.c. hearing today, a retiring deputy chief accused ellerbe of creating a culture of fear and intimidation in the department. kevin burn blamed that culture for contributing to firefighters' failure to help a man who had collapsed outside a fire station and who later died. burns says they are afraid of being disciplined for breaking protocol. chief ellerbe says he was taken aback by the comments, and he says he has tried to be fair with discipline in the department. >>> tonight the fbi is helping alexandria police collect and investigate all the new tips coming in about three high profile murders that may be connected. but there are also questions about whether alexandria police did enough to protect the community. when ron kirby was killed in november, investigators said there was no larger threat. now some residents are asking if police jumped to that conclusion too quickly. general assembly is divided on whether to expand medicaid eligibility to 400,000 low income residents in virginia.

a new scandal for the d.c. fire department. investigators tell us in the event or an admitted to setting his own car on fire. >> marcus jackson said he did it to collect insurance money. jay korff is in northwest washington with this i-team investigation. a number of arrests over the last several months ford d.c. fire and ems employees. this firefighter worked out of this fire hall. he is now on administrative leave. 27-year-old d.c. firefighter marcus jackson, who works out of engine company for a northwest, is paid to put out fire, but he has been charged with setting his own car ablaze on this dead-end street in prince george's county. according to the arrest warrant, jackson reported to his insurance company his 2006 dodge charger, similar to this vehicle, went missing in late january. the police say prior to that call, his car erupted on flames in capitol heights, maryland. phone recordsused to determine jackson was near the crime scene approximately 13 minutes prior to the fire being discovered. in a follow-up interview t

it appears to be south of d.c.. it started earlier this evening. we are getting a little bit of the action. there are big changes on the way. later tonight and into the morning hours. the cold front continues to drop. that is all the moisture that will arrive. be here early tomorrow morning. there will be a transition from rain to ice to freezing rain. we could see significant sleet accumulation. especially around 11:00 at night. that is where we will see the transition from sleep to snow. the snow may fall at a rate of one inch per hour. this is our best estimate right now in terms of the snowfall totals. the district, montgomery county, frederick county, all will experience 4-6 inches. southern maryland may get 6-10 inches. that is not out of the question. there may be pockets within these bands that see an inch or two more. the sleet to snow transition will be difficult. more and the forecast is coming up. quite the approaching storm has prompted several jurisdictions do declare a snow emergency. one mayor declared a snow emergency at 4:00 p.m.
