d.c. lawmakers with congressional approval ratings hitting a all time low. polls show that they disa3r06 on ho3r06 -- disapprovw everybody handled the government shutdown. in 40 years of polling approval congress has hit a significant low. walk you u us through the numbe. it's bad news all around. especially in post shutdown crisis atmosphere in washington. as we sift through the rubble the public anger and disgust. it comes in the form of a washington post poll. 12% that i that is the overall congreses rating. that is a new low in 40 years 4f polling. and 85% disapproval rating that is beyond belief. congressional republicans their approval rating 36% and that is the low over the in 30 years of polling. >> they all face a third of the senate and it's just about a years' time and a year is an eternity and. the morel have morel more releve what will these dismal numbers have on the budget and immigration. >> we looked at the republicans how are the democrats doing ser. >> they are not much better. the tendency is higher. but it's a pox on the republican house

d.c. is a federal district and not state, all of its budget is subject to congressional approval. unlike states which are relying on local funds to stay afloat, d.c. cannot use any of its budget. even the 75% that is locally raised. to survise d.c. has tapped into emergency funds to cover critical services. and with a divided house, the nation's capitol pretty much remain in limbo. joining us to paint a picture of the shutdown's effect on d.c. is nathan fleming. he is what is called a shadow representative in the house but doesn't have any voting power. and the head of d.c.'s nonprofit latin america foundation. and a doctoral student in political theory at catholic university. welcome everyone to "the stream." 78,000 people in d.c. work for the government. so because of such a high concentration of jobs in a small area, the aggravate effect is really extreme. talk about the disproportion at it effect that the shutdown is having on dc. >> certainly. as you said our city services we have to get approval from congress to have a conversation. there's a program called the urban area se

mayor gray is demanding to meet with president barack obama and congressional leaders about the shutdown. the d.coved legislation allowing the city to use emergency reserve funds to pay municipal employees but the mayor told wusa that it would only last for seven to ten days. >>> it's going to be kind of hard to end the shutdown with some of the lawmakers in jail. at least eight congressional democrats were arrested yesterday after an immigration sit-in

congressional leadership and president obama, trying to get through the government shutdown, dan 2, is this the negotiation? senator judd gregg knows that there two about negotiations and he joins us from washington d.c the big four in the congressional leadership attending. so leaders in the democratic party, harry reid in the senate, nancy pelosi in the house and on the republican side presumably talk about john boehner and mitch mcconnell being there at this meeting tonight. what do you think it means that they are holding it? >> it is a good sign. you can't reach an agreement unless you talk to each other. my opinion has all along been and most people's that the president needs to believe in negotiations though the president calls the meeting, extraordinarily construc what we are seeing is the continuing resolution, rolling into the debt ceiling, default for and that is where the sequester issue is. i suspect what is going to come out of this if something constructive comes out and i believe it will take a while but it will. you will see a grand bargain. committee in grand bargain. you will see a constructive effort to try to resolve the continuing, resolve the debt ceiling and do something on th

d.c. . last night at the white house between president obama and congressional leaders failed to yield any deal to end the government shutdown now in its third day and it's becoming increasingly clear that the president and congressional leaders want to include an increase in the debt limit and i'd like to end a government shutdown as well because the debt limit is the real serious issue here this government shutdown is having effects on our economy the longer it goes on the more effects it will have on our economy but failure to raise the debt limit and the u.s. still waiting on its would be absolutely catastrophic to put it in perspective in two thousand and eleven when republicans just made the threat of defaulting on our debt we saw the u.s. credit rating downgraded we sold job creation so we saw the economy slow and we saw about a billion dollar hit to the u.s. economy that was just the threat of a default so here we're looking at the very real possibility of a default which many economists think it could be on par with the financial crisis like we saw in two thousand and eight. right now

d.c. mayor, vincent gray issued a statement today demanding a meeting with president obama and congressional leaders. the mayor says the shutdown is having dire consequences on the city and federal workers who live in d. c. have been able to file unemployment claims because st mayor kept city workers on the job. however, bruce johnson reports that the people seeking jobless benefits, right about the time the city runs out of money to pay its workers. >> those individuals have to file here in the district of columbia. >> at the d. c. employment services office, 11,000 federal workers have signed up online or in person to collect benefits since the shutdown began. >> how many federal employees work in the city and could file for unemployment? >> 300,000. >> could this office handle that kind of number? >> no. >> congress agreed to pay federal workers for the time spent on furlough. the same workers who collect unemployment checks today will have to pay that money back. >> if you do get your retroactive license, then you have an over payment with the unemployment compensation program. you have

evening, it's wednesday, at this hour, congressional vote voters are finalizing a deal to reopen the government on 81-18. developing news from shannon travis in d.c, that's where the vote is taking place in the house of representatives. >> happening now, one of step closer to raising the nation's debt limit and reopening the government. you're looking at live pictures of the house voting right now. members of the house voting on the bill that passed the senate earlier that bill passed the senate by a vote of 81-18 with tremendous bipartisan support. obviously now it's in the house of representatives. we expect it to also clear that chamber. we're wondering -- we're trying to see if the bill will pass with overwhelming support or not. john boehner today urged his caucus to vote for it. the four main things that this bill will do, it will reopen the government, and fund it through january 15th. it will raise the nation's debt ceiling until february 7th. it will basically tell both sides, republicans, democrats in both chambers to come together and try and work towards a long-term budget agreement and will also provide back pay to all of the furloug

d.c. will be shut down, possibly taking a big toll on tourism in the nation's capital. some congressional white house offices will also be closed. though some employees will report to work today to wrap things up and close things down. nationwide here's what you can expect. government research facilities will not be accepting new patients. i.r.s. tax refunds will be suspended. new home loans from the federal housing administration won't be processed. just as housing is struggling to recover. homeland security will suspend that e verify program and the nation's 400 national parks will be shut down. some things will stay open. active duty military remain on the job and receive their paychecks. air traffic controllers will keep the nation's airports running. the u.s. postal service will keep operating and social security and medicare checks will go out on time. and the food stamp program remains operating as well. for those things that are shutting down, the longer the shutdown, the bigger the impact on millions of americans. back to you. >>brian: here's the thing. right now today obamacare,

d.c. newsroom now with the challenge the president is expected to make to congressional republicans.stin. >> reporter: white house sources tell us the president will be joined on stage this morning by a broad coalition of immigration reform supporters. now the president will ask for what he calls common sense immigration reform, calling it the right thing to do. now that includes strengthening border security, creating an earned path to citizenship and holding employers accountable. the government shut down pushed immigration reform off the agenda but now the president planning once again to put it front and center. >> a lot of important work achieved in that bill that passed the senate that meets the president's criteria and he believes that -- he believes that there is a bipartisan majority in the house and probably a significant one that would support that similar comprehensive approach. >> of course, the last time the president tried this he found a lot of resistance among house republicans. at 6:15 i will have the initial reaction from that side of the aisle with speaker john bo

d.c. delegate eleanor holmes norton sent a memo to her staff saying all of them will continue to work during the shutdown. now, only congressionalkers deemed vital are supposed to stay on the clock except the lawmakers to determine who that is, and holmes norton has decided all will stay on board. d.c. is particularly hit hard by a shutdown. by law, the district can't spend locally raised money during a shutdown. i'm angie goff at the live desk. >> thank you, angie. >>> virginia governor bob mcdonald says the federal shutdown could cause fiscal problems in his state. the state depends heavily on federal funds. the states that also take a hit on how unpaid furloughs affect the tax cleks in the state. virginia does have some financial cushion, though. mcdonald can use about $13 million in a reserve fund createded by the general assembly last year. >>> and right now the fairfax county fire and rescue department will wear pink shirts. they're supporting the new garb now until october 14th for breast cancer awareness month. for the second half of the month, firefighters will wear purple wristbands in support of the fight against dome
