d.c. council has said they're going to do. to her credit, the mayor of washington, d.c. vetoed that bill when it came out of the city council, and the city council overrode her veto and said, no, we're going to do it anyway. now in response, senator bill hagerty has brought up what's called a congressional review act, a challenge to this, and has taken the next step to be able to say not just the congressional review act, but to be able to say congress has the responsibility an the right to be able to actually watch over what happens here. this is not outside the bounds of congress' responsibility. from the united states constitution, article 1, section 8, line 17, says this. here's a responsibility of congress. congress should exercise exclusive legislation in all cases whatsoever over such district as may be by cessation of a particular states and the acceptance of congress become the seat of government of the united states. that's describing where we are right now. in our constitutional responsibility, congress has the responsibility to oversee what is happening in was

d.c. crime bill, why did that council chair and -- washington are turning over d.c. ordinance with her time in decades. which is something obviously the city council, which, like other officials in washington are worried could undermine their efforts for d.c. statehood. generally speaking congress does not interfere in the actions of the city's mayor or city council, which operate as the government for the city. but, this particular religion to the criminal code which changed how some classes are classified and reduces sentences on some crimes would be exception. that particular overhaul is something that congress does not approve of, and so they're working through the process, the house is already passes by large, bipartisan measure the same day that congressman -- was attacked in her apartment building by an apparently homeless man. and, now it is in the senate where extremist morrow a large bipartisan vote senators will disapprove of this particular overhaul of the d.c. criminal code. just last month, president biden after saying that he opposed the effort to overt

d.c. council go forward with the changes. i think that's the key point. what do you think of that?o question the president pulled the rug out from under them when he reversed course and said he would sign the bill. i think democrats across the country are finally coming to the realization that crime does not pay. kathy hochul the other day finally said the bail reform changes in new york were absurd quote, unquote. what we've seen in washington, d.c., murder and homicide is up 30%, car thefts up over 100% year-to-date. this is absolutely unsustainable and it is happening across the country. and republicans have been very clear on this from the very start. we need to crack down on crime and if states and municipalities are unwilling to keep their residents safe, then the federal government has an obligation to step in. public safety is the number one priority of any government. we have to keep our residents safe. what we're seeing nationwide is a surge in crime due to out of control woke radical policies making our communities less safe and so here we had an opportunity and an oblig

d.c. council passed a sweeping overhaul of the city's criminal code late last year. the bill would have reduced the maximum sentences for crimes like robbery and carjacking along with eliminating mandatory minimum sentences for many other crimes. joining us now co-founder of punch bowl news, john bresnahan. good to see you. so let's start there on the issue of crime. there's some particulars here that only pertain to d.c. and the role the federal government plays with that city, but it seems a larger issue, the issue how crime matters to americans and could shape elections over the next year or two. we just saw chicago's incumbent mayor lose her re-election bid largely voters say because of her handling of the crime. talk how democrats are viewing crime and also what level of anger, if you will, in the party at president biden. >> let's start with the second part of that and we'll have something in our a.m. edition which will go out in a little while. their behind the scene house democrats in particular are really furious with the way the white house has handled this
