d.c. maryland and virginia. it is a weather alert day with snow expected all around our area and news 4's derrick ward there in his hat is live in rockville to show us what's going on rig now. hi derrick. >> reporter: well we've got snow flurries coming down. this can be the start of something slick. it's going to get worse later on. take a look at the road. this is rockville pike. obviously nothing to worry about at this point. don't let that deceive you. as the temperature drops and more of this falls, it will get treacherous. maryland is asking motorists to delay any travel. we've been lucky to have snowfalls on the weekends where traffic is a lot lighter and allows crews to get out. vdot has 1500 trucks on the road. d.c. has gone into a full deployment starting at 6:00 a.m. we don't have numbers on how much maryland has out. they are asking people to delay travel keep the roads clear so they can keep them clear of snow. right now you've just got a coating. be careful because it is definitely below freezing.

d.c. maryland virginia the first things you see could very well be a contractor a private officer. the i team's review of u.s. marshals' contract shows at least five or six contract workers working in the alexandria courthouse, dozens more at other regional courts in u.s. marshals positions. the court system, the federal judges themselves just last week asked the feds to hire hundreds more. the i-team reports threats against jumgs and federal court employees have skyrocketed recently. we also found the marshal service, federal contractors don't receive precisely the same training as the deputy marshals themselves including the standard national basic training so many other federal officers receive at the national training center in georgia. the marshals service didn't specify if there was any failures by the contractors handling wossen assaye today, though. >> the prisoner overpowered the female contract security officer, managed to get her weapon from her. confronted a male security officer, one shot was fired by the male security officer from allied protective services. thank god

at least four of them at this moment, companies locally in maryland d.c.irginia that claim they paid a company called period payroll to handle their taxes to take the money out of their employees' checks and then pay the feds or local authorities. these companies, though say that never happened and we were talking about a lot of money. as much as $400,000 that was never paid. and this is all related to a company we want to know and find today called period payroll based in frederick, maryland. now, in lawsuits that were filed against this particular company by businesses in maryland virginia and d.c., we found out some stunning claims. pyramid u.s.a. which is a company based in frederick say they hired period payroll back in 2013 for only two months. they say that company was supposed to handle their payroll taxes but they say they never did. now, they are out a small chunk of change in this one. they're a small player in this. only $5,000 in taxes was not paid for them. but we're talking about some other big fish here including the tavern group in d.c. an

frederick, maryland, baltimore ireland, washington, d.c. with that represents is the internal or domestic slave trade that occurred after 1808. after 1808 the transatlantic slave trade was ended so in this particular region which was formally based on the cultivation of tobacco tobacco cultivation was no longer as lucrative as it once was. this was the oldest area of what was considered the self so they considered themselves to have a surplus slave population. as is were the largest amount of slaves were. virginia have the largest black population. but what occurred during that period is that many of the slaveowners that no longer needed that surplus labor, they began to sell that surplus enslaved labor to the new states of the expanding cotton belt. initially they would still them -- so them down to georgia so you would have frederick douglass talking about being sold to georgia. but it was exacerbated as slavery began to spread from georgia into alabama, mississippi, and so forth. in these records you see evidence of that. these individua
