when it looked at d.c. policewas the fact that it had one of the highest resignation rates in the city, excuse me in the country. the reasons for this police access became a subject of contentious debates as well as a rorschach test of police relations in the city. for its part they focused on those internal failures that would foster this content. the building was sold and its equipment inadequate its patrol cars and equated. even uniforms varied in shape and were haphazardly one. officers even had to purchase handcuffs at their own expense. while the presence commission took the findings to heart it also made remarks independent of that. for a city that was now mostly black d.c. is mostly white police force struck the commission is an anachronistic at best and antagonistic at worst. frequent instances of arrest the commission reported many unjustified had been issued under the failure to move on position of the disorderly conduct statute and these stoked resentment and expanding black neighborhoods. moreover the
