north dakota is also getting younger. a major shift in the long term demographics and a sign of the state's bright future, bright prospects for the future. our growth is allowing north dakota to stake close to home. it is attracting new presidents from across the country. kobe lynn told me he was astonished at what he saw when he traveled from new york city to north dakota in 2007 to visit a friend. and a few isolated towns, and the metro areas, he said he found fargo and bismarck, vibrant communities with more growth potential than new york. he left quite an impression, kobe his wife jo jo, and lead to kids called bismarck home. the lynns are welcome addition to the community where they own and operate two restaurants oahu and kobe's japanese steakhouse and sushi bar. kobe told us he is proud and fortunate to call bismarck home he is grateful for the community at strong support at his restaurants which by the way employ 35 people. kobe and joe joe, we're glad you came to north dakota. thank you for contributing to our ec

i thank the senator from north dakota. i know we're going to be going back and forth on this issue and that we have speakers coming later this morning and we're going to have time divided but i appreciate the senator of north dakota allowing us to join in the debate this morning and make a few mountains. and i do want to say i appreciate the senator from north dakota's hard work on the energy committee in general and i look forward to working with him on many energy policies. he and i have worked together on a couple of different agricultural issues, and i certainly appreciate his due diligence. but needless to say i don't agree with the process of moving forward with this motion to proceed to the keystone pipeline bill. many of my colleagues here are going to be coming down, talking about the issues. two of my colleagues including the senators from utah and arkansas along with the senator of north dakota, brought up a couple of different points, but in my mind, they are talking about a 19th century energy policy in fossil

[roll call] states as we sometimes forget that 80% of our transportation network with thousands and thousands of bridges are rural states so if you take vermont as an example when we talk about infrastructure you can say vermont doesn't have that many people so why does it matter? it matters not only to vermonters quality of life that we have an example in many of the rural states bordering canada where the transportation transportation's conduit to our biggest trading partner in america, canada. we project going forward that in the next three decades we are going to see our freight transportation increase by 50% and we have a crumbling infrastructure right now. in terms of jobs and prosperity the states carry a bigger burden because we have more to maintain and we all know that infrastructures come bowling and it has to be rebuilt. so i just want to make a point that when you look at this challenge of reauthorizing the transportation trust fund is important

oil from north dakota and montana out of the bakken formation, our state alone north dakota produces 1.2 million barrels of oil a day. that's how much oil we produce in our state. second only to the state of texas. 1.2 million barrels of oil a day we produce but because we don't have enough pipelines, we have to move 700,000 barrels a day on rail. now we're trying to move a.g. ag goods, we have all kinds of other products we produce with the states in our region, south dakota minnesota montana but we have tremendous congestion on our rails because we're putting more and more oil on rails. 700,000 barrels a day's a and growing as we to ingrow our production. so we need more pipelines. what you see on this diagram is the original keystone pipeline that was constructed and built when i was governor of north dakota and this yellow line shows the sister pipeline we're trying to build. but as you can see this goes right through our state and of course the new pipeline goes right next to our state but the whole point is we want to put 100,000 barrels a day, at least for starters, 100,000 ba
