[applause] we had the lowest unemployment rate in over half a century, unemployment rate for black, hispanic and asian americans reached the lowest levels in history. more than 10 million people had been lifted out of poverty and out of welfare, and all of that changed in march. most governors shutdown their states. what followed was record unemployment, businesses closed, most schools shattered, and communities suffered, and the u.s. economy came to an immediate halt. now

[applause] when states defunded police and they disrespected law enforcement, i began a messaging campaign directed specifically to law enforcement officers. i said if you want to live somewhere where people will respect you, come to south dakota. in one week, more than 900 law enforcement officers raised their hands and said i want to live in south dakota. since then, thousands have made their home in our state. i also brought and signed into law the strongest bill in the nation to protect girl sports, and make no mistake, it's about fairness. it's about fairness and about giving young women an opportunity to succeed. and we also banned critical race theory in our public schools. and we took action at our universities, too. since i took office, we have passed and i've signed into law over a dozen pro-life bills. south dakota has a aaa credit rating and a fully funded pension plan. we have a constitutional requirement to balance our state budget and in short, don't you wish you lived

and last year last year in south dakota, we passed the largest tax cut in south dakota history historynder my administration, in our state have gone 36%. women owned businesses are thriving. we also have the highest rate in the nation. people are having babies because they're. and in south dakota, love babies. our health challenges have gone down. our suicide rates are declining. and we are the number one state in the country for a decline in overdoses. people have hope. we're growing so fast that we needed more workers to catch up. so we launched the most successful workforce recruitment campaign in the history of south dakota, and they have come by the thousands to join us and to live with us. do you guys remember those ads? i was a really lousy plumber and a really electrician. do you remember those? well, since we started ads, we have seen a 78% increase in licensed plumbers in the state of south dakota. we've seen a 44% increase in electricians in our state. now, people aren't moving to south dakota for our beaches or for our beautiful january. they are moving to our state for opp

talking to the democrats in north dakota, south dakota, and i was born on the indian reservation, ande conversation with financial support as well as with ideological support to realize, hey, the producers used to be supporters of the democratic party and that used to be the backbone and we lost that over the years and it started before the transgender and wokeness conversation, and we need to figure how to get that back. and talking to some of the dnc members in the more urban cities, they appreciate it too. they look around and even in the democratic parties where they see 60 to 70% in the big cities, they realize we have lost it and some of the losses we have seen are in the urban areas in the last couple of years. again, there are people producing all over the country, even in the cities as well, but we need to figure out how to get back to being good listeners outside rural america. again, my joke is listen, the democratic party, we were 20 big cities, aspen and martha's vineyard. we have a diverse rural part of the country and we need to figure out how to get that back. >> that

actually, he was a player for the north dakota bison.mber of years back, and was an offensive coordinator. he turned that montana state program around, and they are a tough, tough program, and will continue to be. he's an outstanding coach. so, the championship capped off a great season for the bison. they ended 14-2 and proved once again they really are a dominant force when it comes to fcs football. i want to take a minute to recognize and congratulate the players and the coaches who are so vital to the success. quarterback cam miller just had an incredible game. he just had an incredible year. but really showed his meddle in this final game. he led the team. he was the most valuable player. he rushed 18 times for 12 , and -- 18 times, 121 yards, two touchdowns, and completed 19 of 22 passes for almost 200 yards. those are the kind of stats that are just off the chart. his leadership all year long, certainly in the playoffs, just unbelievable. i also want to acknowledge marty brown. he is a freshman running back who won the jerry rice

south dakota has the highest birthrate at any state in the america. our people are happy. they're having babies and that is a hope for the future. [applause] every baby brings boundless potential. we are caring for south dakota moms and babies vote before birth and after and lastly we talked about the first thousand days of the child's life on conception to their second birthday. these days are the most crucial to a child's development. in the last year our brightest star program support of more than 600 mothers and over 500 infants and toddlers. one mom the start of the bright start as a teenager is now a registered nurse in an emergency room and she wrote wrote e department of health and said i talk about you and the bright start program all the time to new moms. i tell them that they get back you have my life and i'm forever grateful. this past november the people of south dakota endorsed the way we're taking care of moms and babies. they voted to support life and the department of health will continue emphasizing care for next generation. if you have any questions abou
