dallas different for businesses, rich? david and liz, he reviewed this report and what the chamber did, they took the regular business process of interacting with local government, small businesses when it comes to permitting. when it comes to getting your business licenses, construction permits and ranked dallas number one with ease of doing business with the city. we talked to richard fisher what sets dallas apart from other cities. he says regulatory environment. >> i think we can see it in a number of californians that have moved here alone. 25% of the our immigrants to texas over the last, since the 2008, recession started have come from california. we have 1.3 million people move to texas since 2010. that is the last three years. until this year. people vote with their feet. so this is a little crude but i think what you're hearing we want less car forneycation of america and more texasification on the regulatory side. same interest rates, same supervision of banks and examination procedures and so on what is differe

rich is standing by live from dallas. everybody knows that dallas is very business-friendly, but what more is there beneath the surface here? >> well, of course when you talk about the tax environment, what made texas so attractive is that there is no corporate income tax. but to go a little bit beyond that, what the chamber of commerce did is it looked at small businesses, and we are at crist salad company here in texas. they opened six months ago. what it was like to open the business here. he went down to city hall, one-stop shopping. he said it couldn't have been easier in dallas, texas, and that's what the chamber looked at. they looked at the time and money it cost to get started with a business, to get all their permits, their construction permits, their licensing. and that's what the chamber said was number one. we spoke with him about regulation, about the environment. he says when you look at all the cities across the country, what separates the localities from one another? regulation. >> although i'm not an ele

yesterday the dallas area was hard hit. the rough weather blew through the dallas area yesterday afternoon. winds clocked at up to 70 miles per hour, toppled trees, crushed cars, and collapsed buildings. >> when we were inside, it felt like it was lifting us, you know. you felt like you were getting lifting like an elevator kind of feeling. >> at one point over 30,000 homes lost power. part of the dallas rapid transit system shut down. the wind tore through homes. one family said there was no time to run. >> it happened really fast. it was actually really scary. >> it was just overwhelming, man. everything happened all at once. >> there were also flood-producing rains, up to 4 inches in the metro dallas area. five teenage boys who were playing near a drainage tunnel were swept down a fast-moving creek. >> back up for us. back up for us, please. back up. >> they clung to branches before being rescued. at least two tornados touched down in minnesota along with up to two inches of rain and hail. another twister landed in color
