supervisor daly: thank you, president and colleagues. the issue of affordable housing or lack thereof to be more specific is one of the toughest issues within san francisco. over the course of nine and a half years here at the board of supervisors, it has been an emphasis issue for my office over the entire time. but the lack of affordable housing has been one of the top three issues in san francisco for decades, and will likely continue to be one of the top issues facing san francisco in the decades to come. there have been many efforts to institute an ongoing source of funds to deliver affordable housing, and i would say the good news is that we have a very professional and very competent host of entities that can deliver affordable housing. and on model of housing, that is necessarily a component to deal with things like the homeless crisis in san francisco. it is incredibly important for seniors and working-class families with in san francisco to continue to make san francisco their home. in 1996, i was just the house and organizer.

president chiu: supervisor daly. supervisor daly: i think this is a clear case of a procedural opportunity for any member of the board to vote for or against any part of an item that is in front of us. in terms of a question, there's a difference between a question on the ballot which if there's a majority of votes for the divided questions here, which is a different question, will be the properly noticed question and the unamended version of the item. for example, if on numerous occasions i've asked for separate questions, i have voted yes on one and no on the other but a majority voted yes on both items, that didn't require an additional reading at the board of supervisors which it would have if supervisor sean elsbernd's theory here followed on this item. but ultimately what really matters is the board rules, which are painfully clear, that the order of how this moves forward is made by the president of the board of supervisors who is president david chiu. that decision stands unless overturned by a majority here.

would like to speak out in opposition to this, so in a certain sense, i am agreeing with supervisor daly. the reason i'm opposing this is that it seems to me that this organization was very well run, and according to the newspaper reports, she was removed and necessarily, so if we are going to do any audit of that agency, i think we ought to start with why she was removed. according to my research, everyone agreed that she had done such a fine job, but somehow, she met the same fate as myself. in other words, if you are an able city employee, somehow, they find a reason to remove you. anyway, back to this motion, i think it is more relevant since ms. newman repeatedly says that she has so many hours to do audits. as a public service to san francisco, especially the poor and disabled, we ought to be doing it on san francisco general hospital, and if ms. newman feels she has enough time, we ought to do the whole department of public health. it's still baffles my mind why almost every supervisor has opposed any formal inquiry into san francisco general hospital and department of public heal

supervisor daly: thank you, madame president. let me thank supervisor combos -- campos for his work on it. if your reliance on the bus or happen to be a progressive member of the board of supervisors, that is apple pie, and i think in this sense it was created to deal with a couple of rounds of reforms in an attempt to create an independent agency. what we have succeeded in doing is transferring power in terms of decision making on budget, on service, on fares, etc., to the mayor, because of how the government works with the appointments, and i think with a high-profile removal after the mayor's reelection, it is clear that politics can be played in commissions, and when riders go to there additional supervisors, it is frustrating to refer them to the mta where there is little to no responsiveness in terms of the commission, so i think this makes a lot of sense. the only question i have is which one of you are going to throw in your sword to kill it. i believe supervisor avalos and either the only ones who are not listed as co-sp
