damian, the fed balance sheet is no bigger than any out there. does that affect your world -- is now bigger than any other out there. how does that affect your world? damian: we are also seeing interesting data from the banks, basically looking at their value risk breaches over the last quarter, and they were a lot. obviously, march volatility goes without saying --s you times trading losses goes without saying. saw trading losses. it tells me that that didn't really find flaws in the banks' models, so the key point for me regards liquidity in the front. we saw a piece yesterday saying that funding conditions are normalizing globally, which is a good thing. it all kind of sticks to the actions the fed is taking and how they are working. alix: i know you are going to bring up the piece from credit suisse. i have it in my notes. he mentioned the gravitational pull of the zero lower bound can drive the libor-ois spread tighter. as you continue to see money into prime money market funds and central banks access those yieldsp lines, negative is my poi

damian: it's the same thing we are going to see in the u.s.t some point, markets are going to focus their attention on the deteriorating fiscal situation across all of these economies that have been stimulating or just trying to inject liquidity to try and defend their markets, at least over the near term. i think we get a little bit of clarity this week in the u.s., with testifying in front of the senate banking committee, but i doubt we will hear all that much when it comes to will the fed allow rates to go below zero. the question is, at what point does inflation get to where we had it? we finally saw semiconductors start to roll over. we haven't seen that yet, but i believe that will be a key indicator for me going forward as to whether or not we see a double-dip here. i think there's another slate of consolidation ahead. alix: meaning you're going to watch for the semis in terms of fun -- in terms of underlying demand? correct. following the global financial crisis, we saw small caps rise something on the order of 60%. we are not seeing t

damian: you are absolutely right.entral bank's across emerging markets are definitely more focused on domestic recovery then their currencies and fiscal sustainability is a reflection of that. we only get a handful of emerging market nations that report foreign holdings of local bonds on a daily basis. of the six that i look at, i have never -- i mean, amongst the majors -- i have never seen outflows of this magnitude ever. in indonesia, we have seen $8.3 billion in foreign outflows this year alone. it has never experienced a full year of foreign outflows in its 10 year bond history. of the outflows are egregious. that is why you are seeing quant easing across emerging markets. they need to flatten their yields. yields have remained high on a relative basis across these countries, so they can't borrow at these rates. it is prohibitive. i expect them to do whatever they can to flatten some of these curves and bring foreign investors back in, but the currency volatility needs to come down for that to happen. the baby wh

damian: definitely.bviously we have seen some strength off of the back of some spread tightening in u.s. investment-grade and high-yield bonds, but the relentless march of foreign investors out of emerging markets on a local mean, record bond outflows in countries like indonesia, mexico, and south africa. many of these countries have never witnessed outflows of this magnitude before. i think its worst year was an inflow of $2.7 billion from four years -- from foreigners and its 10 year history. you can understand why a lot of these are resorting to unconventional measures such as quantitative easing in order to stimulate liquidity in their markets, but the rate cuts are coming. we saw brazil yesterday. we may even see peru tomorrow. at the end of the day, they all fall back on what they know and what has worked in the past, and that is just straight rate cuts. yesterday,azil stimulus and rate cut at the same time. i don't want to let you go without asking about turkey. brazil has fx reserves. they have o
