nbc bay area's damian trujillo joins us from police headquarters with more. how expensive will this for the city of san jose? >> reporter: tallying up the numbers now, raj. police are gearing up for the busy weekend here. it starts tonight. police say expect to see more uniformed police officers hitting the streets, looking for the bad guys as they try to solve those four murders in less than a week. >> sometimes on a picture, it looks a little bit cleaner. >> reporter: homicide detectives were back at the scene of san jose's murder number 19. 20-year-old justin watkins was gunned down on this sidewalk, apparently an innocent man walking home from work. >> i don't feel safe anymore. i feel like i should start packing a gun, dude. this is arizona, we'd all be able to have a loaded pistol right here. >> reporter: that is the frustration from folks on hayes avenue. >> the neighborhood is starting to take this more seriously, more people are coming to the neighborhood watch meetings and neighborhood association meetings. >> gang-related violent crime is a concern

damian trujillo has been tracking the response who were supporting the ban on gay marriage. >> reporter: proponents of prop 8 say their legal challenges are not over. this protest was in san diego this morning. the opponents of same-sex marriage say they are disappointed with the ruling but vow to continue their cause. another group gathered in sacramento. the groups say there is hope for them since the supreme court did not rule that prop 8 is unconstitutional. they called it a punt and say they will receive the ball and take to court anyone who goes against the vote of the people. >> if the governor orders the issuance of marriage licenses there will be a litigation to stop that because the will of the 7 million californians who voted for proposition 8 deserves to be vindicated until we have a clear ruling from the highest court. >> when we don't have a government of the people, that is disenfranchisement of the voters. and it is actually destroying the republic. >> the supporters of prop 8 want to see if it only involves the two couples who took the case to the high court. the fight,

damian trujillo will sort it all out for us. >> reporter: the judge said he thought the original pleadeal meant no new charges, so he ordered everyone back to court in just over a month to sort it all out. just seconds into his hearing, his lawyer charged prosecutors with breaking their agreement with the client. >> the district attorney has, in my view, violated the plea agreement. >> reporter: that agreement was for the 12 corruption charges. a new charge filed this week by the d.a. that charge is impersonating a political opponent. >> we are not:,i violating th a plea-bargain. the bargain included everything having to do with the campaign filings. >> reporter: the prosecutor says the new charge is unrelated to the agreement. it stems from this mailer sent during a closed city council race in 2010. the d.a. says it was linked to him. the mailer was emplablazened wi the flag of communist. a former aide and current councilman. >> obviously this case took a huge left turn at this point. the judge may become a witness to what occurred during the plea negotiations. >> reporter: the judge

damian trujillo. >> still ahead on today in the bay, the supreme court issues three historic rulingsweek. coming up in the bay area, analysts join us to explain what happens next. >>> last week, the united states supreme court defined civil liberties. redefined civil liberties with three decisions likely to impact the nation for decades to come. and the changes have started. larry gerston joins us now. affirmative action, voting rights, same-sex marriage, all combined. really big for our social structure moving forward. >> when you talk about social policy in america, so mane of these issues, affirmative action, voting roithsdz, same-sex marriage to come up all at once, one in any year would be tough, but it's hard to remember any year when so many huge decisions would converge at the same time. and that's really what makes this such a monumental moment in american social policy. i don't know if it's really sunk in, but the fact of the matter is it's really something different. the court continues, though, a very conservative course, on all of these questions. and i'll clarify that.
