nbc bay area's damian trujillo got an exclusive copy of that letter. he has the story from east palo alto. >> reporter: roberto and antonio are brothers, both maintenance workers for the ravenswood school district in east palo alto. their brothers were shocked when they were named in this letter sent to the district's hr department. it claims they are among several district employees who are undocumented. >> very, very rough. >> reporter: the letter is signed by someone claiming to be named karen smith. it's postmarked from san francisco with no return address. the writer says she is also sending the letter to immigration agents. as it turns out, roberto and antonio are both american citizens. >> appalled. i'm appalled. angry. disgusted. >> reporter: the superintendent says she knows no one named karen smith in the district and believes the letter is the latest move in an effort to oust her and several school board members who support her, all minorities. she says this is a faction of residents who tried unsuccessfully to secede from the district where

. >>> our newscast continues with damian trujillo. >> reporter: crews have spent the last few weeks back there working on flood protection on thompson creek. workers are gearing up for slick streets, power outages and what might lie ahead. these crews, hired by pg&e are crisscrossing the south bay, trimming trees. but to ray wu, there are few things more frustrating than the lights going granted and you walk around the house turning light switches on, nothing happens and it's pretty. during the first rainstorm of every season, dust and other particles mix with water, creating a problem that triggers outages. so neighbors appreciated the preemptive strikes by these crews. >> i think it's a good idea. >> reporter: they've also spent the entire year doing maintenance. here they are improving the bank along thompson creek. >> it's part of our program where we do bank protection, sediment removal, vegetation management. >> reporter: the city of san jose says crews are clearing leaves from storm drains and gutters. the water district says another problem for them is the homeles cleanups along

damian trujillo is live at one of those tow yards and there is a new proposal the city is considering. >> reporter: we've seen a lot of cars arrive to this location today. this is a city auditor's report. it has very few nice things to say about the city's fines and fees for towed cars. no driver wants to be here. this is a police administration building where you can check on the status of a towed car. this man was too embarrassed to show his face. you couldn't afford it? [ speaking in spanish ] this driver says he wasn't able to retrieve his car because the impound fees were more than his vehicle was worth. in san jose, a one-day impound can cost the car owner almost $640 overnight. and one man found out it's not just cars. >> i didn't have the money at the time. >> reporter: what did you do? >> i left my book. >> reporter: they look for ways to bring down the fees. >> the fees are oppressive for those residents who struggle every day to be able to make ends meet and they depend on their car for their livelihood. >> reporter: the mayor says the city also hopes to subsidize the fee f

the latest from san jose, damian trujillo, nbc bay area news. >> an assault survivor tom emmons made a big demand. his legal team released a report accusing 212 priests accused of sexual misconduct in the bay area and he's calling on release information about the whereabouts and names of the clergy accused of sexual abuse. he says time for apology is over and time now for action. >> until every secret and archive sun covered we won't get to the truth. >> predator priests that they know about, that they have not told the public or the parishioners. they have not told the people. they have not told the public. >> the report comes days after the san jose diocese releases the names of 15 priests accused of abuse, but this report found more than twice that number. the diocese it is heartbroken to learn of the abuse and the will be reviewing the list. the san jose diocese will give the report a long, hard look. >>> our investigative unit has spent months looking into the backgrounds of the accused priests and putting all the developing news into one place. vicky nguyen is here to show you
