>> nbc bay area's damian trujillo has some of the answers for you. >> reporter: the johnson & johnson announcement will not have any impact in santa clara county because they just received a huge shipment of the other vaccines. but other counties say the j&j announcement comes at the worst possible time. no johnson & johnson, no problem in santa clara county. >> after many, many weeks of waiting and waiting, this was a very pleasant and welcome surprise. >> reporter: after pressure from the bay area congressional delegation, the feds shipped santa clara county almost 300,000 doses. that's on top of the roughly 70,000 doses the county gets weekly from the state. that windfall means starting right now, any county resident or employee over 16 is now eligible to get the shot. it also means the county didn't have to cancel any appointments as a result of the unexpected j&j pause. >> we have seen that our demand has outweighed our capacity for a long time. so now we are going to be able to meet that need, that demand. >> reporter: just north, however, san mateo county says the johnson & joh

at levi stadium, damian trujillo. nbc bay area news. >>> it appears governor newsom will face a recall vote. late this afternoon, the secretary of state announced the recall effort has submitted enough valid signatures to qualify for an election. the effort has secured more than 1.6 million verified signatures. needed about 1.5. the 1.5 million number per california law is 12% of the total votes cast in the last election for governor. this is not a done deal though. the counties still have until thursday to submit signatures. then there is a 30-business-day period in which people can withdraw from the petition. two months of review processes follow that. then the secretary of state will certify the signatures. the recall election would be held between 60 and 80 days after the certification. it didn't take long for governor newsom to respond with his campaign tweeting out this. >> leave behind the part sandal recall of governor newsom. joining us now, our political analyst larry, this is not much of a surprise. it was

damian trujillo, nbc bay area. >> it's a difficult situation. so the question for us here, are the vaccines working? the governor's office is giving us a first look at those breakthrough cases across the state. breakthrough cases are people who test positive for covid even after they're fully vaccinated. so look at this. the numbers really tell it. 10.7 million californians are fully vaccinated. since january of this year, we've gotten over 1,300 fully vaccinated people test positive for covid-19. if you do the numbers, that's actually less than 1% of vaccinated people testing positive for the virus. doctors say these cases are normal because no vaccine prevents 100% of diseases. >>> here comes the yellow tier. a northern california county moved into this least restrictive tier. let's take a look at where the entire state stands. mendocino county is now in the yellow. you see it there just above sonoma county. marin and san francisco counties are likely to move into the yellow tier next week if they keep their case rates below 2 per 100,000 peop
