let's bring in damian trujillo who joins us in east san jose with more. damian? >> reporter: this is what we're talking about. folks are coming home from work trying to find a place to park, so they're doing what this homeowner did, they use the orange cones to save their spot for when they return home. now, they do have parking permit programs in other parts of the city, so now some are asking why not on the east side? they're hard to miss along the streets of east san jose. orange cones put out by neighbors to save a spot. >> there is a big problem, because there's cars parking in front of the house, so there's no place for us to park our cars. >> reporter: the mystery cars can be left there for up to three days, they say. the orange cones sometimes deter them, but only sometimes. frustrating? damian trujillo, nbc bay area news. >> let's turn to jeff ranieri. we are talking about the labor day holiday weekend coming up. and all the fires. >> it's going to be so tense like it was last night as the firefighters really try to get a hold and handle and keep this fire as far back from south lake tahoe as possible. i wanted to continue our climate coverage tonight and take a look at our increasing wildfire days. can you see on this chart right here, this ranks those days, the increased number. when you get into the pink, you're around 50 to 100 additional days per year, deep red at 200 plus. and notice california is all in that 100 to 200-day category. we have definitely seen that, experienced that. and for the sierra, they're averaging 74 more days. this year it has been explosive, especially across the sierra. with the caldor fire it continues to grow on that eastern flank of the fire, pushing those flames closer to the lake tahoe airport. sustained winds not that bad, but within the fire zone wind gusts at times of 20-50. and we're looking at

damian trujillo is at the registrar of voters with a behind the scenes look. >> reporter: they're in the final stretch here at the regge sfrar of voters, and there are multiple eyes on every ballot to make sure there are no irregularities. these are ballots ready to be counted here in santa clara county. a team of two from the registrar's office escorts the ballots to a locked, restricted room where only a few authorized people are allowed. this is where they count the ballots. >> they're always accompanied by two people. only certain staff have access to the ballots. the room where the ballots are getting counted. >> reporter: if a ballot has a questionable mark or signature they go here to what's called the adjudication room where workers focus on the issue to make sure the ballots and votes are authentic. like the last election, there have been unsubstantiated rumors of election fraud across the state, rumors that are so far unproven. >> we all work together to make sure that the results are valid and legitimate and everybody who should have voted did vote. let's all do that toget

here's damian trujillo. >> reporter: the suspect is a 18 year veteran. they are known as counselors here, one of them might be going to prison for assaulting one of the teens inside the facility. as of july, there were 45 minors housed at juvenile hall in san jose. now one of the staff counselors charged with keeping them safe is accused of beating one of the boys while trying to break up a fight. >> he punched this juvenile approximately a dozen times. including a number of times when the juvenile was on the ground, trying to protect himself with his hands over his face. the. >> reporter: the prosecutor said he watched troubling videos. >> mr. medellin was on top of him. he raised up the kid's head and slammed it into the floor. >> reporter: the main jail for adults is run bit sheriff, but juvenile hall is not. it's run by the county probation department, and critics say it shouldn't be used at all. >> i think this is just one more point to s.o. that juvenile hall shouldn't be used as a long-term facility. >> reporter: the law enforcement watchdog group

nbc bay area's damian trujillo is at the registrar's office in the most populous count in the bay area. it looks active behind you. >> reporter: we're in the back room of the registrar of voters. the votes come in from the different precincts around santa clara. they're being processed here. they're broken up into different precincts so that the sorters who are behind me in this vast room, the registrar of voter's office, they ship them to a different area where they are able to open up these envelopes. they'll check the signatures on the envelope and then they are processing them and getting ready for counting. this is not a very long process. they've gotten used to the technique here in the registrar's office. why are we behind the scenes? the registrar is a firm believer in transparency. they want you to be able to see what it is that they go through, what the ballots go through. the safety mechanisms that are in place to make sure that there are no irregularities. so they have to make sure, they wanted us to be here to show you at home what it is that they go through. this is a liv

. >> earlier you spoke to damian trujillo about the ballots never left alone with just one person. what does that look like? >> yeah, the ballots are always handled by two people. they're accessed, some of the access to the sensitive areas are limited to certainly only registrar of voters personnel. so not everyone has access to walk into the room where the ballots are actually getting counted. they're always in the areas with security and cameras. they have tamper evident fields on all of the dropboxes and collection points, and all of our voter ballots are returned to our office every evening. >> and evelyn, we see the dropboxes, how do we make sure they're secured and not tampered with? >> those are the dropboxes that i said have a tamper or evidence seal on them and they are picked up every single night and brought back to our office. ? it sounds like it's pretty secure in the bay area counties. are there areas in the rural parts of the state that maybe aren't as secure? >> i can't speak to the other counties. across the state, everyone is pretty, these are the rules not just f
