for the latest, let's get to cnn senior international correspondent arwa damon in kiev. the russian state media reports one town in eastern ukraine has been surrounded by ukrainian troops. do we know what orders these troops have been given, what the situation is? >> reporter: the government has said they're not disclosing information about troop movements. that statement you're referring to there is about the city of slovansk where the pro-russian leaning mayor put out a statement saying the city had been surrounded, threatening if ukrainian forces tried to enter it, this, they would take actions to stop it. however, the cnn team on the ground said they saw no evidence of a large-scale operation but events are moving quickly. another city in the eastern ukraine, the city of chromotorsk the mayor announcing ukrainian special forces managed to take over the airfield. this is an airfield that had been under the control of pro-russian activists. the spokeswoman for the government for the president, the acting president here, also pledging that very shortly she said there wo

we'll get straight to our senior international correspondent arwa damon. what are you learning? >> reporter: wolf, ukrainian authorities are greatly concerned that russia is trying to lay the framework for a crimea-like annexation of eastern ukraine and they say they have growing evidence. these photos obtained by cnn show men in green uniforms, supposedly operating in eastern ukraine. images ukrainian officials say proves organized russian activity in the region. example, this bearded man is said to have been photographed in slovyansk. they are part of compiled by the ukrainian government and endorsed by the u.n. cnn can't confirm the authenticity of the images. some are poor quality. but cnn has been given exclusive access. the ukrainians say the russian involvement in the east is widespread. they are known as among the men in green. they have appeared in towns like slovyansk. one tour guide came from up crimea. russia's foreign minister scoffed at the accusations, saying that kiev and its patrons, the u.s. and eu are trying to blame their country for everything. >> translator

arwa damon standing by in eastern ukrain. retookds those rather bellicose words from russia's foreign minister? >> reporter: well, it's all rather ominous and sinister here. you do see a slightly beefing up of security, especially around donetsk square where we are now. we saw increased checkpoints of the security forces and police leading into the city itself. but the situation here is very much at a stalemate. as you've been saying that so-called deal signed in geneva, it fell apart before it even began. we keep hearing from both sides who continue to be very hardened in their position, everyone is blaming everybody else for what's happening. the situation is very much at a stalema stalemate. that whole story of the ukrainians relaunching this anti-terrorism operation, well, you have to remember that when they first tried to launch this, the ukrainian militarylily humi is quaking to fears they might come in and take those buildings from those pro-russian protesters. but people here are worried about their future and underst

our senior international correspondent arwood damon is joining us from kiev.ood, these are really tense moments right now, so why did the ukraine government finally decide to act? >> reporter: well, wolf, first of all, the government had issued numerous deadlines to these pro-russian protesters, telling them to evacuate the various buildings that they had been occupying. all of those deadlines had passed and that's been the source of a fair amount of frustration here in kiev, where the vast majority of the population has been quite angered by what they were calling the passive response of their fledgling government. we have also been seeing small demonstrations, people calling for the government to take more concrete action, so this perhaps could be the government finally trying to establish itself as a credible force and also establish its credibility amongst its population. wolf? >> what about the ukrainian troop movements, the size of the operation. arwa, what are you learning? >> reporter: well, the government isn't disclosing specific details about that.

arwa damon joins us now in kiev. we know the campaign against the separatists has started. do we know about it? >> reporter: well, as you mentioned, there's a lot of fast-moving events when it comes to the city of slaviansk. the pro-russian mayor there reportedly saying that the ukrainian military has that city surrounded but saying that if they do enter the city, they will take actions to stop them. separately from that, russian security forces also launching another there the security forces have reportedly been able to take over the airfield. the president here, the acting president, telling parliament just a short while ago that ukrainian special forces did manage to clear pro-russian activists protesters out of that area. the spokeswoman for the acting president, going even further, vowing that shortly, very soon, she said, there will be no more terrorists on ukrainian territory. it does seem at this stage the ukrainian government is making good on its promise to try to retake control of this country. >> but i guess, arwa, the concern here is couldn't this give preside

cnn's arwa damon joins us live in the city of donetsk. arwa, i understand you have information on a deadly incident that reportedly occurred today in another city there in eastern ukraine. what can you tell us? >> reporter: yeah. natalie, that incident taking place in slovyansk. the attack is being blamed on a group that is considered to be ultranationalist, right sector. very pro-ukrainian. a lot of pro-russian media. pro-russian demonstrators themselves blaming this group for the attack that took place. conflicting reports on the death toll. potentially up to at least five people killed in that. we're still working on trying to verify all the details. we did speak, however, to one of the leaders of right sector in kiev who flat out denies the organization was involved. either way it goes to show you how the situation here does remain to be very chaotic. incidents like this very worrisome, understandably, because of the potential that they could further inflame an already very tense situation, natalie. >> you have been in eastern ukraine

>> arwa damon, thanks very much. the europeans sent observers to eastern ukraine, only to see some of them captured by pro-russian demonstrators. let's discuss this very dangerous situation in ukraine. right now, joining us, daniel bayer, the united states ambassador for cooperation in europe. also joining us, julia yaffi of "the new republic" magazine, josh rogin from "newsweek" and "the daily beast." ambassador, first you. what's the latest on those international monitors that have been taken hostage, if you will, or being held captive by pro-russian demonstrators in eastern ukraine? >> that's right, wolf, last week in slovyansk k, the self declared mayor took the eight international observers sent out on the vienna document, one of the arms control and transparency building measures and has been holding them, along with their ukrainian escorts, in a dungeon in slovyansk. obviously, one was released last week on medical grounds, but we remain deeply concerned about the remaining hostages and this terrorist tactic.

cnn's arwa damon is in ukraine for us at the scene of the occupation. >> reporter: wolf, in the approximatelyukraine, no one i budgeting. geneva's diplomatic dance is a long way from the reality of donsekt where the self-proclaimed people's republic remains firmly in place at the main administrative building. no matter what initial agreement may have been reached in geneva about the need to evacuate public space clearly here, it's not really made any sort of difference. the problem is that those who are occupying buildings like this one do not view themselves as being illegal. they say that it's the government in kiev that needs to be the one to step down. they're pressing ahead with all of their plans including efforts to hold a referendum and they firmly believe that no matter what happens, they can always turn to russia for support. a press conference inside,one of the leaders of the revolt against kiev sarcastically thanks europe for waking up the russian bear. another says the kiev government took power through a coup and must give up the public buildings it controls. up the road, press
