. >> trader dan deming tells us why he's dealing better about the market these days after this in the know message. cç equities joins us now for "chart talk." what was in the air making the market so happy? >> i'm not sure. yesterday, the day looked like the ground hog day of monday. it's a good second day for the market follow up to last week's selloff. there's a couple of things at play here. the vix continue to trend lower, trading down to an average around 2120. we break that 21 area, we can go to 20 or just below that. we saw the s&p close below 500 now. we've got the froth out of the market in the last week and a half. we're seeing buyers coming in now. >> how important that is? there was a moment when it looked like the markets were going to start to get in that downward moment. what do the charts have to say? >> the charts right now, we're seeing on the up side, the s&p coming in around 1113. that's an area to look at for the high side. we had a nice bounce. that's going to be kind of the top side of the market moving toward the unemployment number now. friday, if that number

dan simon is on the ground in meridian, idaho. what's the latest there, dan? the plan to build this orphanage, and everything we've been able to ascertain thus far shows they were true in their intentions to help these people. that said, i think it's fair to say, larry, that questions have arisen about their capabilities to build this orphanage and run it. first of all, they have no experience in running an orphanage, no experience. they also have not registered as a nonprofit, and they also are not recognized as an international adoption agency. finally, larry, in terms of funding this orphanage over a long period of time, it has not been made clear whatsoever how they would have the financial wherewithal to run this orphanage. it appears that after this quake occurred, they didn't quite have a strategy in place and they just ran in there and tried to do something. that said, again, it appears that they just wanted to help these people, but didn't quite think about things long term. larry. >> larry: thanks, dan. also in meridian, idaho is the passer drew hamm

he replaced dan quayle when quayle became vice president.d in '98, in part, to avoid facing the very popular governor bayh. coats formally announces today. republican control just 41 senate seats with the two expects voting with the democrats. that means the gop needs ten seats to win control of the senate. it's a very uphill battle, but each week, it seems the gop puts another democratic seat in play. let's look at the map. they believe that they now have put at least seven democratic seats in play. north dakota, delaware, nevada, colorado, illinois, pennsylvania, and of course, now, indiana. now, to make it even a remote case for winning control of the senate in 2010, they need candidates in three of these long shot states to become more serious challengers. california, connecticut, new york, and up in the upper northwest, washington and oregon. i can can tell you this, wisconsin and washington, they're very active in candidate recruiting there. california, a very expensive state. we shall see. of course, the republicans have their own sha

dan, first tell me this, i'm always been suspicious, everyone talks about scoring.. why the term scoring? >> it an an arcane term we've used for a long time that refers to in our world of scoring a bill as opposed to a projection of a budget outcome. i refers to legislation as opposed to larger revenue deficits spending numbers. >> greta: what is -- in all the time you have studied the cbo, been part of the cbo to what extent is the7byá? scoring accurate? does it play out as you score it? >> really depends on the subject matter. here in the health care bill a very large piece of the economy 2 1/2 trillion out of 14 1/2. we are doing things in policy that's never been done before. large scale public insurance programs for example. those numbers you would expect not to be as accurate as somewhere we have a lot of experience. if you told me that we were gonna to budget 400 billion dollars next year for defense, i could tell you closely how much of that would and how quickly. when we are doing this new policy, it is very difficult to tell. we have to make assumptions.
