. >> i'm dan ashley. the barton bridge is closed for the entire labor day weekend. these are the last cars crossing the dunbar ton bridge between menlo park and fremont about an hour ago. about 30,000 vehicles a day cross it on any given weekend, so it is highly used. it is shutdown for seismic retrofit work, and it is not scheduled to reopen until the weekend 5:00 a.m. tuesday morning. this is a live shot of the eerily quiet bridge. we don't see it like this. cal trans is lifting it five inches to install a huge new pair of steel bearings to give it more flexibility when the next big crate hits. >> it is two disks that are put together and slide over each other. it gives this bridge about up to four feet of movement in any direction. >> alternate routes include the bay bridge and the san mateo bridge and the south bay 101, 880 loop. >> and fremont street is shutdown from howard to mission. this affects drivers from getting off the bay bridge. it is part of the construction from the trans bay transit terminal. fremont street is expected to reopen tuesday morning. ou

. >> and i'm larry beil in for dan ashley. at the city council meeting residents were told that chevron failed to follow their own safety guidelines. john alston was at the meeting and he joins us now. john. >> reporter: the safety board said the pipe that failed was there for decades and it had lost over time 80% of its thickness. as you said, the board says that chevron failed to follow its own guidelines for pipe inspection. in the moments leading up to the explosion chevron surveillance video capture the countdown on august 6th. in a split second fire appears growing bigger by the minute. the safety board released the video. investigators revealed that the 8-inch pipe that failed was so weak portions of it were only one-16th of an inch thick. there was no evidence the section of pipe was inspected last year or ever. >> however we have obtained policy documents that recommend that every segment of pipe in this service should have been included in a pipe inspection program. >> but chevron is saying that it is sorry and sayin

. >> i'm dan ashley. she was hit on novato boulevard this afternoon in novato. lillian kim is there live tonight with how this happened. lillian? >>reporter: we are learning more about the 12-year-old girl. she attended this middle school and was new to the area. members of the community have been placing candles and flowers along the stretch of road where 12-year-old girl died while riding her bike. she was a student at this middle school, hailey. novato police say she was traveling west on novato boulevard when she collided with an suv going in the opposite direction. susan lives nearby and saw the aftermath. >> i was sick to my stomach. worried about her family. worried about her. >>reporter: hailey was taken to marin county hospital by ambulance trend transported by helicopter to children hospital in oakland where she was pronounced dead. police now trying to piece together what happened. >> the driver of the suv is very cooperative. doesn't appear to be any sign of impairment or illegal maneuvers but we are investigating that and exploring all options of th

. >> and i'm larry beil in for dan ashley.ng residents were told that chevron failed to follow their own safety guidelines. john alston was at the meeting and he joins us now. john. >> reporter: the safety board said the pipe that failed was there for decades and it had lost over time 80% of its thickness. as you said, the board says that chevron failed to follow its own guidelines for pipe inspection. in the moments leading up to the explosion chevron surveillance video capture the countdown on august 6th. in a split second fire appears growing bigger by the minute. the safety board released the video. investigators revealed that the 8-inch pipe that failed was so weak portions of it were only one-16th of an inch thick. there was no evidence the section of pipe was inspected last year or ever. >> however we have obtained policy documents that recommend that every segment ve been included in a pipeould inspection program. >> but chevron is saying that it is sorry and saying it is sorry several times is not enough. >> the plant
