and i'm dan ashley. >> thanks for joining us. the countdown is officially on. there are now just hours to go until the start of the apec summit in san francisco. the eyes of the world will be turning to the bay area and the city says it's ready. >> abc7 news reporter jim johns has been checking in with local leaders tonight and has the story. >> excitement on the streets of san francisco's chinatown. >> it's like a dragon dancers going on over there. there's a lot of good food and just really high energy. >> on friday night, hundreds came out for a new night market. the market is meant to be one of the unofficial starts to the highly anticipated apec summit, the biggest international event in the city in decades. the energy here in chinatown is absolutely palpable tonight. and organizers tell me this is exactly what they want to see throughout the entirety of the apec summit. as many as 30,000 people from around the pacific rim are expected to come to san francisco next week in chinatown . they're hoping many of them will make a stop in this historic neighborho

i'm dan ashley. thanks for joining us. that body in a suitcase and who put it there has the full attention tonight of oakland. homicide detectives. it was initially spotted just before 11 a.m. on the eastern side of the lake. that's right by pine knoll park on hanover. abc seven news reporter tim johns is following the new clues tonight. a gruesome discovery near the shores of lake merritt around 11 a.m. tuesday morning, cleaning crews discovered a large suitcase floating in the water inside that suitcase was a human body. >> kevin shomo was part of the cleaning crew. >> i thought it was a dummy, you know, like one of the human dummies. it looked like, you know, look like a human flesh. and then we opened it up further and realized the oakland police department is withholding the identity of the body for the time being. >> they tell abc7 news they're investigating how and when the person died. part of investigations is trying to determine where the body was was could have floated from as well. >> so it could be any part of

. >> and i'm dan ashley. thanks for joining us. san francisco has reopened an annex at its san bruno jail location to handle all of the people now in custody and abc7 news reporter luz pena is in the newsroom with the impact the crackdown is having on the streets and loose the local jails. >> that's right, dan and karina, it's hard to measure success when people are still dying and drug dealers are still out in the tenderloin. but we're finally hearing positive accounts that point to change actually happening. it's been five months since san francisco declared war on drug dealers in the tenderloin and there seems to be signs of progress. >> i've noticed that there is more enforcement for the police. >> arif is the president of the tenderloin. merchants association and the owner of sizzle cafe in the last months, he has seen sheriff deputies, chp and sfpd officers make multiple arrests right outside of his restaurant. he says the enforcement is slowly changing the area, but some streets continue to be hotspots for drug dealing. thos

i'm dan ashley. >> and i'm karina nova. today, the judge did something he normally doesn't do in cases like this. he placed the man into custody. >> i-team reporter dan noyes first interviewed him two weeks ago. as you may recall, and dan is back from court with the very latest on what happened. >> dan? karina, veteran defense attorneys tell me it's very unusual for an unhoused person to be jailed for causing a public nuisance, but that's what happened in court today in san francisco superior court. 46 year old joseph adam moore gave our camera an extended one finger greeting he's facing charges of obstructing free and comfortable use of liberty and property or being a public nuisance. the convicted child molester set up camp across the street from a catholic grade school in the richmond district more than a year ago. and recently posted a sign free fentanyl for new users. his attorney tells me that sign is why moore came to the attention of authorities. there is a first amendment issue to this science. >> it's not like anyb

abc seven news anchor dan ashley hears from neighbors who say they're shocked this happened in theiruiet neighborhood. >> a killer on the loose and a quiet neighborhood shaken after santa rosa. police made a gruesome discovery. >> yeah, that's pretty horrific thing to happen anywhere, especially in your own neighborhood. >> police responded to a 911 call about a possible homicide inside a home. >> and when officers arrived, they did find a deceased adult female who had been decapitated. >> but what was even more troubling was what officers didn't find upon searching the residence. >> they were unable to locate the missing body part. they were able to identify a suspect and also believe that that that suspect left the residence with with his relatives head authorities are searching for this man, luis gustavo arroyo lopez, a 24 year old relative of the victim who detectives say killed the woman, mutilated the body and is now on the run. >> police say arroyo lopez was recently released from state prison after being incarcerated for assault and weapons charges. some members of the santa
