dan glickman joins us right now.hanks very much for coming in. >> thank you. >> you spent how many years as a member of the house? >> i spent 18. >> 18 in the house of representatives. before you were agricultural secretary during the clinton administration. >> i was there during the shutdown that occurred in late 1995. turned out our agency was about the only one that got funding before the shutdown occurred. i didn't have. ernally face the issue but i was here when it happened. i would make a couple comments. this is a systemwide problem. it's not really just congress. it's our whole government system that has trouble working when there's no trust between the president and congress. it works both ways. our system was designed to have one foot on the brake and one on accelerator. we have separation of powers. we split the congress and the president and split congress noose two parts, as well. so under the best of circumstances it's tough to work. when there's no trust in the system between the parties and between th

is secretary of agriculture, dan glickman. it's a pleasure to have you on the program. has the farm bill been such a partisan issue historically. >> historically it's one of the least partisan bills that government has dealt with. urban, rural, issues have been resolved and people have worked these things out. it's one of the few pieces of legislation of the last 50 years and almost always done in a bipartisan way. you have farmers with the need to help production agriculture and help new fridays folks, hunger assistance, able to pull those two things together over the years. >> what does it say about this congress that it can't seem to come together to pass this bill? >> well, i'm an optimist. i think they're going to pass this bill. it's been like watching grass grow. it's been really a troublesome process. and these issues far go beyond just agriculture policy. congress has had great difficulty in working almost anything through. i think they will pass this bill. why? because farmers and rankers need the risk manage the provision in this bill and hungry people need t

not a surprise, dan glickman? issue herethe real is that access to the polls is a right and it should be encouraged, a positive response. voter fraud is one that tends to require a preventive or negative response. i think people always want the more positive response, and look , i can't characterize the partisan separation on the fact that immigration -- democrats see a lot of their voters were not registered that they see access that will help them politically, and perhaps republicans see most of their voters are actual registered and are not encouraging access. that is not accurate at all because we have seen people switch from the right to the left all the time, based upon all these situations. good access is important to both political parties. >> we found republicans were much more likely to say that voter fraud is a big problem. four out of 10 republicans said it that noncitizens freakily vote. republicans are a suspicious bunch, governor taft. >> apparently. i think a major problem is motivating people to v
